Credit determinants: an analysis of the Nossocrédito program of Espírito Santo from 2013 to 2015

Resumo: | Microcredit has gained prominence in Brazil and worldwide as a type of loan for microentrepreneurs, especially those located in the informal sector. In the state of Espírito Santo, the prominent experience is the Nossocrédito Program, which has a large number of services throughout its years of operation. The objective of this work is to analyze the credit determinants of the Nossocrédito of Espírito Santo Program in the period from 2013 to 2015. For this, the relationships of socioeconomic variables such as income, population and the IFDM were studied, as well as the sex and sector variables for which the credit is intended, in addition to the gross revenue of microentrepreneurs, to verify whether these variables have any effect on the average level of credit granted by the program to the municipalities of Espírito Santo. As an instrument, used panel data econometric modeling with fixed effects. The results found pointed to a positive effect of the population and the PIB per capita of the municipalities in the average amount of credit granted, which demonstrates that the program mainly serves the most populous municipalities and with the highest PIB per capita. In contrast, the municipalities considered less developed by the IFDM, which allocate more credits to the informal sector and to female borrowers, had a lower average loan amount. Concludes that the socioeconomic variables have an influence on the amount of credit provided by the program and that Nossocrédito presents some difficulties to serve the target audience of microcredit programs. En el estado de Espírito Santo, por ejemplo, la experiencia destacada es el Programa Nossocrédito, que cuenta con una gran cantidad de servicios a lo largo de sus años de operación. El objetivo de este trabajo es analizar los determinantes crediticios del Programa Nossocrédito del Espírito Santo en el período de 2013 a 2015. Para este fin, se estudiaron las relaciones de las variables socioeconómicas como el ingreso, la población y el IFDM, así como las variables de sexo y sector para las cuales el crédito está destinado, además de lo facturación bruto de los microempresarios, a verificar si estas variables tienen algún efecto sobre el nivel promedio de crédito otorgado por el programa a los municipios de Espírito Santo. Como instrumento, utilizamos modelos econométricos del tipo de datos de panel con efectos fijos. Los resultados encontrados apuntaban a un efecto positivo de la población y el PIB per cápita de los municipios en la cantidad promedio de crédito otorgado, lo que demuestra que el programa sirve principalmente a los municipios más poblados y con el mayor PIB per cápita. Por otro lado, los municipios considerados menos desarrollados por el IFDM, que asigna más créditos al sector informal y a las prestatarias, tenían un monto promedio de préstamo más bajo. Se concluye que las variables socioeconómicas influyen en la cantidad de crédito otorgada por el programa y que el Nossocrédito presenta algunas dificultades para atender al público objetivo de los programas de microcrédito. No estado do Espírito Santo, em exemplo, a experiência de destaque é o Programa Nossocrédito, que conta com um grande número de atendimentos ao longo de seus anos de funcionamento. O objetivo deste trabalho é analisar os determinantes do crédito do Programa Nossocrédito do Espírito Santo no período de 2013 a 2015. Para tal, foram estudadas as relações das variáveis socioeconômicas como renda, população e o IFDM, bem como as variáveis sexo e setor para onde o crédito é destinado, além do faturamento bruto dos microempresários, para verificar se essas variáveis exercem algum efeito sobre o nível médio de crédito concedido pelo programa aos municípios capixabas. Como instrumento, utilizou-se de modelagem econométrica do tipo dados em painel com efeitos fixos. Os resultados encontrados apontaram para um efeito positivo da população e do PIB per capita dos municípios no valor médio de crédito concedido, o que demonstra que o programa atende majoritariamente aos municípios mais populosos e com maiores PIB per capita. Em contrapartida, os municípios considerados menos desenvolvidos pelo IFDM, que destinam mais créditos para o setor informal e para tomadores do sexo feminino, contaram com um menor valor médio de crédito emprestados. Conclui-se que as variáveis socioeconômicas exercem influência sobre a quantidade de crédito fornecida pelo programa e que o Nossocrédito apresenta algumas dificuldades para atender ao público alvo dos programas de microcrédito.
