Social management and health planning: a study of the municipal health plans of the route of production

Resumo: | The organizational principles of the Unified Health System (SUS) guide the planning of public health policy in a decentralized, regionalized and upward manner, with the participation of organized civil society, social movements, councils and social control. The formulation of public health policies must, therefore, observe precepts of deliberative citizenship and be built through participatory planning. In light of the above, this essay rests its object of study on the municipal planning of health policy in the municipalities that make up the health region 20, called the Production Route, located in the north of the State of Rio Grande do Sul, twenty-six municipalities of small population, with Palmeira das Missões as administrative headquarters. The purpose of this study is to verify if the process of making municipal health plans complies with the social management principles, embodied in the Federal Constitution of 1988 and the governing legislation of the SUS. To do so, we start with the following question: Does the process of confection of the municipal health plans of the Production Route observe the precepts of social management? To reach the objective of the study was used a bibliographical survey and documentary analysis. Finally, municipal plans will only be tools capable of promoting the common good if participatory planning is understood by the municipal entity as a fundamental and guiding step in the process of implementing public health. La formulación de las políticas de salud pública debe, por tanto, observar los preceptos de la ciudadanía deliberativa y construirse a través de la planificación participativa. En vista de lo anterior, este ensayo tiene como objeto de estudio la planificación de la política de salud em los municipios que integran la región de salud 20, denominada Ruta de la Producción, ubicada em el norte del Estado de Rio Grande do Sul, consistente em veintiséis municipios de pequeña población, con Palmeira das Missões como sede administrativa. El objetivo que ahora se presenta es verificar si el proceso de elaboración de los planes de salud municipales cumple com los preceptos de gestión social, plasmados em la Constitución Federal de 1988 y en la legislación rectora del SUS. Para eso, se inicia la siguiente pregunta: El proceso de elaboración de los planes de salud municipales em la Ruta de la Producción cumple con los preceptos de la gestión social? Para lograr el objetivo del estudio se utilizó un relevamiento bibliográfico y análisis documental. Al final, parece que los planes municipales solo serán herramientas capaces de promover el bien común si la planificación participativa es entendida por la entidad municipal como un paso fundamental y rector en el proceso de implementación de las políticas públicas de salud. Palavras clave: control social; gestión social; planificación participativa; regionalización; Sistema Único de Salud.Os princípios organizativos do Sistema Único de Saúde (SUS) orientam que o planejamento da política pública de saúde deve se dar de forma descentralizada, regionalizada, ascendente, com participação da sociedade civil organizada, movimentos sociais, conselhos e controle social. A formulação das políticas públicas de saúde deve, portanto, observar preceitos de cidadania deliberativa e ser construída por meio de um planejamento participativo. Frente ao exposto, o presente ensaio repousa seu objeto de estudo sobre o planejamento da política de saúde nos municípios que compõem a região de saúde 20, denominada de Rota da Produção, localizada no norte do Estado do Rio Grande do Sul, composta por vinte e seis municípios de pequeno porte populacional, tendo Palmeira das Missões como sede administrativa. O objetivo que ora se apresenta é o de verificar se o processo de confecção dos planos municipais de saúde atende aos preceitos da gestão social, consubstanciados na Constituição Federal de 1988 e na legislação de regência do SUS. Para tanto, parte-se do seguinte questionamento: O processo de elaboração dos planos municipais de saúde da Rota da Produção observa os preceitos da gestão social? Para atingir o objetivo do estudo foi utilizado levantamento bibliográfico e análise documental. Verifica-se, ao final, que os planos municipais apenas serão ferramentas aptas a promover o bem comum se o planejamento participativo for compreendido pelo ente municipal como etapa fundamental e orientadora do processo de execução das políticas públicas de saúde.
