Solar energy as rural development factor and diary production in Goiás

Resumo: | This research aims to understand the challenges for expanding solar energy use in Brazil, mainly in the countryside, specifically in Goiás, in order to promote social, environmental and economic development. Dairy activity in Goiás stands out as an issue to be studied because most family farmers, which compound most of dairy producers, are at the mercy of traditional and non-renewable energy matrices, such as oil and hydroelectric, even though they are in a region with a great capacity for generating photovoltaic energy. Through documentary and bibliographic analyzes, subsidized by indirect data analysis, in a qualitative perspective, this research focuses in understanding public policies for rural development and the obstacles that prevent solar energy, a clean energy matrix, from becoming a main source of energy in the countryside. It deduces that the high costs for implementing photovoltaic systems and the absence of incentives on the government part are obstacles to the autonomy and better living conditions of family farmers in Goiás, especially to those whose main income comes from dairy production. Thus, developing a public policy agenda in order to attend family farmers’ needs and the expansion of Goiás Solar Program may be a way to successfully resolve energy distribution crisis in the state, consequently generating development that expands individual and collective freedoms. Dairy production.Este trabajo tiene como objetivo general comprender los desafíos para la expansión del uso de energía solar en Brasil, principalmente en el medio rural y en Goiás, para promover el desarrollo social, ambiental y económico. La actividad láctea en Goiás se destaca como objeto de estudio, demostrando cómo los productores, en su mayoría compuestos por agricultores familiares, a pesar de que se encuentran en una región con una gran capacidad para generar energía fotovoltaica, están a merced de las matrices de energía tradicionales y no renovables, como el petróleo y la hidroeléctrica. A través de análisis documentales y bibliográficos, respaldados por el análisis indirecto de datos, en una perspectiva cualitativa, buscamos comprender las políticas públicas destinadas a promover el desarrollo rural y los obstáculos para la adopción de una matriz de energía solar limpia. Se infiere que el alto costo para la implantación de sistemas fotovoltaicos y la ausencia de incentivos por parte del gobierno son obstáculos para la autonomía y mejores condiciones de vida de los agricultores familiares en Goiás que se dedican a la actividad láctea como la principal fuente de ingresos. Así, se señala la expansión del Programa Solar Goiás y la construcción de una agenda de políticas públicas formuladas en base a la necesidad de los sujetos rurales como soluciones a la crisis de distribución de energía que afecta al estado, generando un desarrollo que expande las libertades individuales y colectivas. Producción de leche.Este trabalho tem como objetivo geral compreender os desafios para a ampliação do uso de energia solar no Brasil, sobretudo no meio rural e em Goiás, visando promover o desenvolvimento social, ambiental e econômico. Destaca-se a atividade leiteira goiana como objeto de estudo, demonstrando como os produtores, em sua maioria compostos por agricultores familiares, mesmo estando em uma região com grande capacidade de geração de energia fotovoltaica, ficam à mercê das matrizes energéticas tradicionais e não renováveis, como a petrolífera e a hidrelétrica. Por meio de analises documentais e bibliográficas, subsidiadas por análise indireta de dados, em uma perspectiva qualitativa, busca-se compreender as políticas públicas voltadas à promoção do desenvolvimento rural e os entraves para a adoção de uma matriz energética limpa, a solar. Depreende-se que o alto custo para a implantação dos sistemas fotovoltaicos e a ausência de incentivos por parte do poder público são entraves para a autonomia e melhores condições de vida dos agricultores familiares goianos que se ocupam da atividade leiteira como fonte principal de renda. Assim, aponta-se a ampliação do Programa Goiás Solar e a construção de uma agenda de políticas públicas formuladas a partir da necessidade dos sujeitos do campo como saídas para a crise de distribuição energética que assola o estado, gerando um desenvolvimento que expanda as liberdades individuais e coletivas.
