Coal regions in transition in Europe: using Grabher’s lock in concept in selected cases

Resumo: | Following the Paris Climate Agreement, the European Union adopted the Clean energy for all Europeans strategy, establishing the closure of coal mining by 2036, risking 160,000 miners unemployed. For the transition process, the European Commission established an innovation fund, joint commissions and a territorial planning agency. The growing literature addresses the experience of regions that have closed down mines or are undergoing reconversion. This essay aims to contribute to the question: what has been the state's capacity to train and re-employ miners on a large scale? The essay uses bibliographic review for comparison between cases. The benchmark is the Ruhr industrial agglomeration in Germany, which ended the transition after a prolonged crisis and expelled part of the population due to the absence of new jobs, the experience analyzed by geographer Grabher, who uses the category of strong ties of the New Economic Sociology, to interpret the limitations of the Ruhr's requalification. Among the 41 regions under study in Europe, the essay selected three emblematic cases, which are located in peripheral regions with a history of resistance of the miners to changes in public policies. The essay uses Grabher’s categories to consider the state's ability to transform the miners' class into entrepreneurs on a large scale. The essay concludes that, based on the available literature, in the selected regions the State was not able to assure the level of employment before the closure of the mines, facing a lock in in conflicts with regional alliances, which defend subsidies for the maintenance of the coal production chain. Strong ties.Tras el Acuerdo de París sobre el clima, la Unión Europea adoptó la estrategia "Energía limpia para todos los europeos", que establece el cierre de la minería del carbón para 2036, con lo que 160.000 mineros quedarán desempleados. Para la reconversión productiva, la Comisión Europea estableció un fondo de innovación, comisiones conjuntas y un organismo de planificación territorial. La creciente bibliografía aborda la experiencia de las regiones que han cerrado o están en proceso de reconversión. Este ensayo pretende contribuir a la pregunta: ¿Cuál ha sido la capacidad del Estado para reciclar y reemplear a los mineros a gran escala? El ensayo utiliza la revisión bibliográfica para la comparación entre los casos. El punto de referencia es la aglomeración industrial del Ruhr en Alemania, que puso fin a la transición tras una prolongada crisis y expulsó a parte de la población debido a la ausencia de nuevos puestos de trabajo, experiencia analizada por el geógrafo Grabher, que utiliza la categoría de fuertes lazos de la Nueva Sociología Económica, para interpretar las limitaciones de la recalificación del Ruhr. Entre las 41 regiones estudiadas en Europa, el ensayo seleccionó tres casos emblemáticos, que se encuentran en regiones periféricas con una historia de resistencia de los mineros a los cambios en las políticas públicas. Las categorías de Grabher se utilizan aquí para considerar la capacidad del estado para transformar la clase de los mineros en empresarios a gran escala. El trabajo concluye que, con base en la literatura disponible, en las regiones seleccionadas el Estado no pudo asegurar el nivel de empleo antes del cierre de las minas, enfrentando un bloqueo en los conflictos con las alianzas regionales, que defienden los subsidios para mantener la cadena de producción de carbón. A bibliografia crescente aborda a experiência de regiões que encerraram ou passam pela reconversão. Este ensaio objetiva contribuir para a pergunta: qual tem sido a capacidade do Estado em requalificar e reempregar mineiros em larga escala? O ensaio utiliza revisão bibliográfica para comparação entre casos. O benchmark constitui o aglomerado industrial do Ruhr, na Alemanha, que encerrou a transição após prolongada crise e expulsou parcela da população dada a ausência de novos empregos, experiência analisada pelo geógrafo Grabher, que utiliza a categoria de laços fortes da Nova Sociologia Econômica, para interpretar os limitantes da requalificação do Ruhr. Entre as 41 regiões em estudo na Europa, o ensaio selecionou três casos emblemáticos, que se localizam em regiões periféricas com histórico de resistência dos mineiros a alteração das políticas públicas. Utilizam-se aqui as categorias de Grabher para considerar a capacidade do Estado de transformar, em larga escala, a classe dos mineiros em empreendedores. O trabalho conclui que, com base na bibliografia disponível, nas regiões selecionadas o Estado não foi capaz de assegurar o nível de emprego anterior ao fechamento das minas, enfrentando um lock in em conflitos com alianças regionais, que defendem subsídios para manutenção da cadeia produtiva do carvão mineral.
