Resumo: The article sought to analyze measures to combat the COVID-19 Pandemic in the Metropolitan Region of Palmas-TO. The emphasis was on institutions and their adaptability pattern; the period analyzed was the first year of the health crisis; and the conceptual and theoretical framework is provided by Institutionalism and Douglass North's concept of Adaptive Efficiency. The methodology is the case study, with bibliographic and documentary review. The main considerations point out that the measures instituted in the metropolitan region followed what defined the Capital Palmas, understood as the Region's Hub; the measures were implemented in accordance with the standards of universality, legitimacy and coercion; and that the scenario of advancing contamination curve required rigid institutions to contain the spread of the disease. It is also clear that, despite the discontinuity of federal coordination, the standards established locally were necessary to guarantee security in the face of imperfect information, notably in the pre-vaccine period. Keywords: Adaptive efficiency. COVID-19. Institutions. Palmas-TO.

COVID-19. Instituciones.
