Institutional measures and addressing the COVID-19 pandemic in the metropolitan region of Palmas-TO: a reading from Douglass North

Resumo: | The article sought to analyze measures to combat the COVID-19 Pandemic in the Metropolitan Region of Palmas-TO. The emphasis was on institutions and their adaptability pattern; the period analyzed was the first year of the health crisis; and the conceptual and theoretical framework is provided by Institutionalism and Douglass North's concept of Adaptive Efficiency. The methodology is the case study, with bibliographic and documentary review. The main considerations point out that the measures instituted in the metropolitan region followed what defined the Capital Palmas, understood as the Region's Hub; the measures were implemented in accordance with the standards of universality, legitimacy and coercion; and that the scenario of advancing contamination curve required rigid institutions to contain the spread of the disease. It is also clear that, despite the discontinuity of federal coordination, the standards established locally were necessary to guarantee security in the face of imperfect information, notably in the pre-vaccine period. Se hizo hincapié en las instituciones y su patrón de adaptabilidad; el período analizado fue el primer año de la crisis sanitaria; y el marco conceptual y teórico lo proporciona el Institucionalismo y el concepto de Eficiencia Adaptativa de Douglass North. La metodología es el estudio de caso, con revisión bibliográfica y documental. Las principales consideraciones señalan que las medidas instituidas en la región metropolitana siguieron lo que definió a Palmas Capital, entendida como el Eje de la Región; las medidas fueron implementadas conforme a los estándares de universalidad, legitimidad y coerción; y que el escenario de avance de la curva de contaminación requería instituciones rígidas para contener la propagación de la enfermedad. También está claro que, a pesar de la discontinuidad de la coordinación federal, las normas establecidas localmente eran necesarias para garantizar la seguridad frente a una información imperfecta, especialmente en el período previo a la vacunación. A ênfase recaiu sobre as instituições e seu padrão de adaptabilidade; o período analisado foi o primeiro ano da crise sanitária; e o enquadramento conceitual e teórico é dado pelo Institucionalismo e o conceito de Eficiência Adaptativa de Douglass North. A metodologia é o estudo de caso, com a revisão bibliográfica e documental. As principais considerações apontam que as medidas instituídas, na região metropolitana, seguiram o que definiu a Capital Palmas, entendida como o Polo da Região; as medidas foram implementadas conforme os padrões de universalidade, legitimidade e coerção; e que o cenário do avanço da curva de contaminação exigiu instituições rígidas para conter a disseminação da doença. Constata-se ainda que, apesar da descontinuidade da coordenação federal, as normas instituídas localmente foram necessárias para garantir segurança diante das informações imperfeitas, notadamente, no período pré-vacina.
