Development distopia in brazilian northeast Brazil: the context of public water policies

Resumo: An analysis of the socio-historical formation of the northeastern semiarid reveals the processes of establishment of power relations in local political and economic organizations. These relations, based on the transformations experienced in the territories of the region, through public policies, are presented in a naturalized, fragmented manner, and are part of the constitutive elements of reproducing the problem of drought from the “drought phenomenon”. In this text, from a literature review on the socioeconomic construction of the northeastern semiarid, and a documentary analysis about the state actions around the water issue currently in this reality, we aim to reflect on the constitution of water policy, more specifically, as state actions regarding water supply have historically contributed to the so-called Northeastern Semiarid Development. We consider that such development historically exclusively contemplates the interests of the holders of power, hence the interests of local capital, with water being an element of the unequally appropriated nature in favor of such interests. Thus, as a result and proposition of this analysis, we consider as fundamental the possibility of mitigating inequalities in water access in the Semiarid through the construction of a democratic process to the implementation of water policies, which means the search for the social participation of the populations and the organization of territories in the structuring of river basin committees, seeking the integrated construction of water planning, valuing the particularities of that reality. Democratization of Access.Uma análise sobre a formação sócio histórica do semiárido nordestino revela os processos de estabelecimento das relações de poder nas organizações políticas e econômicas locais. Estas relações, a partir das transformações vivenciadas nos territórios da região, através das políticas públicas, apresentam-se de maneira naturalizada, fragmentada, e fazem parte dos elementos constitutivos de reprodução da problemática da seca a partir do “fenômeno da estiagem”. Neste texto, a partir de uma revisão de literatura sobre a construção socioeconômica do semiárido nordestino, e de uma análise documental acerca das ações estatais em torno da questão hídrica atualmente nesta realidade, temos como objetivo refletir a respeito da constituição da política hídrica, mais especificamente, como as ações estatais quanto ao abastecimento de água historicamente vieram contribuindo para o chamado Desenvolvimento do Semiárido Nordestino. Consideramos que o chamado desenvolvimento socioeconômico no Semiárido contempla historicamente exclusivamente os interesses dos detentores do poder, portanto os interesses do capital local, sendo a água um elemento da natureza apropriado desigualmente a favor de tais interesses. Assim, como resultado e proposição desta análise, consideramos a possibilidade de mitigação das desigualdades no acesso à água no Semiárido através da construção de um processo democrático à implementação das políticas hídricas, o que significa a busca pela participação social das populações e a organização dos territórios na estruturação dos comitês de bacia hidrográfica, buscando-se a construção integrada do planejamento hídrico, valorizando as particularidades daquela realidade.
