Atenção primária à saúde: sua importância no contexto da saúde pública brasileira

Resumo: | ABSTRACT: Studies point out that Primary Health Care encompasses several aspects, among which can be mentioned, prevention and health promotion, in addition to several other practices, which must act in an integrated and qualified manner, through care performed by a multiprofessional team. with sanitary responsibility conducted to the population in an established territory. Thus, it is configured as the main gateway and communication center for Health Care Networks. The present study aims to describe the historical context of primary public health care in Brazil and its impact on access to health for the population. It is a review of the narrative-type literature, carried out from January 2019 to July 2020, with searches carried out in the SciELO database, based on these, it constitutes search strategies formulated with the descriptors: Care Primary Health, Collective Health and Basic health services. It included articles available in full electronically, in Portuguese, English and Spanish, from 1920 to 2020, data from government agencies, laws and ordinances were also used, as well as documents considered historical. Exclusion criteria were: abstracts, studies that were incomplete or that did not meet the research question. The results show that primary health care, since its implantation, has undergone and is still undergoing changes. Since, despite the advances that have already been achieved, there are still gaps to be filled, however, it represents a great importance in accessing and promoting health and comprehensive care, acting in the planning, organization and production of health actions and services. a relevant point to be taken into account is the increase in life expectancy in line with the increase in morbidity due to external causes and the prevalence of infectious diseases, reflecting the need for better training for intervention procedures related to clinical conditions. Thus, it is clear that primary health care tends to provide an improvement in access to quality health care for the population, especially for people from disadvantaged economic classes, in which the social reality would not enable the necessary conditions to be served by the services. private health services, being able to find at this level of care a gateway to all the services that the national public health system offers. KEYWORDS: Primary Health Care, Collective Health, Basic health services.RESUMO: Estudos apontam, que a atenção Primária à Saúde engloba diversos aspectos, entre eles podem ser citados, a prevenção e a promoção de saúde, além de diversas outras práticas, que devem atuar de maneira integrada e qualificada, através de cuidados realizados por uma equipe multiprofissional com responsabilidade sanitária conduzida à população em um território estabelecido. Dessa forma, se configura como a principal porta de entrada e centro de comunicação das Redes de Atenção à saúde. O presente estudo apresenta como objetivo descrever o contexto histórico da atenção primária à saúde pública brasileira e sua repercussão no acesso à saúde para a população. Trata-se de uma revisão da literatura do tipo narrativa, realizada no período de janeiro de 2019 a julho de 2020, com buscas realizadas na base de dado SciELO, a partir destes, constitui-se como estratégias de busca formuladas com os descritores: Cuidados Primários à Saúde, Saúde Coletiva e Serviços básicos de saúde. Incluí artigos disponíveis eletronicamente na íntegra, em português, inglês e espanhol, de 1920 a 2020, também foram utilizados dados de órgãos governamentais, leis e portarias, assim como documentos considerados históricos. Foram critérios de exclusão: resumos, estudos incompletos ou que não atendessem a questão de pesquisa. Os resultados apontam que a atenção primária à saúde, desde a sua implantação sofreu e ainda vem sofrendo processos de modificações. Visto que, apesar dos avanços que já foram alcançados, ainda há lacunas a serem preenchidas, porém, representa uma grande importância no acesso e na promoção de saúde e integralidade do cuidado, atuando no planejamento, organização e produção de ações e serviços de saúde. um ponto relevante a ser levado em consideração é a respeito do aumento da expectativa de vida em consonância com o aumento da morbidade por causas externas e a prevalência das doenças infectocontagiosas, refletindo a necessidade de uma melhor capacitação para as condutas de intervenção relacionadas às condições clínicas. Dessa forma, percebe-se que a atenção primária em saúde tende a proporcionar uma melhoria no acesso a saúde de qualidade para a população, principalmente às pessoas de classe econômica desfavorecida, em que a realidade social não possibilitaria as condições necessárias para serem atendidas pelos serviços de saúde privados, podendo encontrar nesse nível de atenção uma porta de entrada para todos os serviços que o sistema público de saúde nacional oferece.
