Analysis of the construction of the National Program for Access to Potable Water in Indigenous Lands

Resumo: | Feco-oral diseases account for the largest number of notifications of morbidities recorded in the Indigenous Health Care Information System (SIASI), with diarrhea being the third cause of infant mortality, caused mainly by inadequate sanitation and hygiene conditions, which motivated the construction of the National Program for Access to Potable Water in Indigenous Lands (PNATI), which aims to universalize access to potable water in indigenous communities to provide water in adequate quantity and quality and contribute to improving the health of this population. The objective is to implement new water supply systems and repair existing ones, mobilizing government resources and strategic partners. The PNATI implementation methodology has actions planned for the next 20 years and intends, based on the improvement of the internal management of the Special Indigenous Sanitary Districts, to expand the control of water quality, carry out training on infrastructure management and the connection between water, sanitation and public health for system operators and the indigenous population. The program started in 2022 and is already showing the first results through training in some communities in the north of the country, promoting dialogue between indigenous peoples, health and sanitation professionals. |

The program started in 2022 and is already showing the first results through training in some communities in the north of the country, promoting dialogue between indigenous peoples, health and sanitation professionals.Las enfermedades fecoorales concentran el mayor número de notificaciones de morbilidades registradas en el Sistema Indígena de Información de Atención en Salud (SIASI), siendo la diarrea la tercera causa de mortalidad infantil, provocada principalmente por las inadecuadas condiciones de saneamiento e higiene, lo que motivó la construcción del Programa Nacional de Acceso a Agua Potable en Tierras Indígenas (PNATI), que tiene como objetivo universalizar el acceso al agua potable en las comunidades indígenas para brindar agua en cantidad y calidad adecuadas y contribuir a mejorar la salud de esta población. El objetivo es implementar nuevos sistemas de abastecimiento de agua y reparar los existentes, movilizando recursos gubernamentales y socios estratégicos. La metodología de implementación del PNATI tiene acciones previstas para los próximos 20 años y pretende, a partir del mejoramiento de la gestión interna de los Distritos Sanitarios Especiales Indígenas, ampliar el control de la calidad del agua, realizar capacitaciones sobre gestión de infraestructura y la conexión entre agua, saneamiento y salud pública para los operadores del sistema y la población indígena. El programa comenzó en 2022 y ya está mostrando los primeros resultados a través de capacitaciones en algunas comunidades del norte del país, promoviendo el diálogo entre los pueblos indígenas, los profesionales de la salud y el saneamiento.Objetivo: compreender o processo de construção do Programa Nacional de Acesso à Água Potável em Terras Indígenas (PNATI), por meio de fatores socioepidemiológicos que impulsionaram sua institucionalização. Método: estudo descritivo e socioepidemiológico, baseado em dados secundários da Secretaria Especial de Saúde Indígena (SESAI), com recorte temporal pré-pandêmico e pandêmico. A análise dos dados seguiu os fundamentos da teoria do sistema político de David Easton. Resultados: o processo de construção do programa considerou o volume de notificações de doenças de veiculação hídrica, o baixo acesso à água potável e a dificuldade no controle da qualidade desta nas aldeias atendidas pela SESAI. Após a construção do PNATI, verificou-se a importância desse instrumento para planejamento, gerência e controle social na garantia do abastecimento de água potável nas terras indígenas e mudanças na realidade sanitária dos povos indígenas do Brasil.
