Leisure equipments in small cities of metropolitan region

Resumo: The Brazilian metropolitan regions usually are characterized by suburb and centre, where the quality services offer is concentrated. The objective of this study is to diagnose the reality of the leisure equipments in the small cities of Monte Mor and Nova Odessa, from Campinas Metropolitan Region, chosen by representativeness and accessibility criteria, aiming to provide subsidies for the leisure public policies development. It uses the combination of bibliographical, documental and field research. The legislation in both cities guarantees legal instruments to the consortium formation among the cities, but this articulation is still too limited. The documental analysis reveals the absence of personnel formation policy, that enables an animation structure. In the field research, we have verified that some equipments are damaged and in abandonment state. Investments in the maintenance could generate affectionate links between the public and the equipments, increasing the respect for these leisure spaces.

El objetivo de ese estudio es diagnosticar la realidad de los equipamientos de recreación en las ciudades pequeñas de Monte Mor e Nova Odessa, de la Región Metropolitana de Campinas, escogidas por criterios de accesibilidad y representatividad, pretendiendo proveer subsidios para la formulación de políticas públicas de recreación. Usa la combinación de investigación bibliográfica, documental y de campo. La legislación de las dos ciudades asegura instrumentos legales para la formación de enlaces entre las ciudades, pero es todavía muy pequeña esta articulación. La análisis documental indica la ausencia de una política de formación de profesionales, que posibilite una estructura de animación. En la investigación de campo, verificamos que algunos de los equipamientos están depredados y en estado de abandono. Investimentos en la manutención podrían generar vínculos afectivos del público con los equipamientos, aumentando el respecto con eses espacios de recreación.As regiões metropolitanas brasileiras são geralmente caracterizadas por periferia e centro, onde a oferta de serviços de qualidade está concentrada. O objetivo deste estudo é diagnosticar a realidade dos equipamentos de lazer nas cidades pequenas de Monte Mor e Nova Odessa, da Região Metropolitana de Campinas, escolhidas por critérios de representatividade e acessibilidade, visando fornecer subsídios para a formulação de políticas públicas de lazer. Usa combinação de pesquisas bibliográfica, documental e de campo. A legislação das duas cidades garante instrumentos legais para a formação de consórcios entre os municípios, mas ainda é muito tímida essa articulação. A análise documental revela a ausência de política de formação de quadros, que possibilite uma estrutura de animação. Na pesquisa de campo, verificamos que alguns equipamentos estão depredados e em estado de abandono.
