Accessibility in the Institutional Repositories of Brazilian and Mexican Universities: a study based on the social model of disability

Resumo: Repositories seek to gather, organize and disseminate scientific and technological production, contributing to preserve culture and institutional memory. They have as a prerequisite the purpose of providing access to information to the entire community. From this conception, this study aimed to verify the accessibility index of Brazilian and Mexican institutional repositories based on the accessibility and usability evaluator and simulator in digital environments ”Access Monitor”, highlighting the points of compliance and non-compliance with the Web Content Accessibility Guidelines (WCAG) of the World Wide Web Consortium (W3C). This is an exploratory, descriptive research carried out directly on the electronic addresses of the repositories of the first ten Brazilian and Mexican universities according to the Ranking Web of Universities in February 2022. The results showed that the evaluated sites had a score smaller than 7 and that the practices are mostly at level “A”, pointing out that, when acceptable, they are not sufficient to guarantee accessibility and, when not acceptable, the websites do not meet the basic criteria of the Guidelines. As final considerations, we highlight the need for repositories to adapt to the accessibility standards proposed by the WCAG, adopting the Social Model of Disability as a philosophy for their actions.

Tienen como requisito previo el propósito de abrir el acceso a la información a toda la comunidad. Con base en esta concepción, este estudio pretende verificar el índice de accesibilidad de los repositorios institucionales brasileños y mexicanos a partir del evaluador y simulador de accesibilidad y usabilidad en entornos digitales Access Monitor, destacando los puntos de conformidad y no conformidad con las Diretrices de Accesibilidad para la World Wide Web. Se trata de una investigación exploratoria y descriptiva realizada directamente em las direcciones electrónicas de los repositorios de las primeras diez universidades brasileñas y mexicanas indicadas por el Ranking Web of Universities en febrero de 2022. Los resultados mostraron que los sitios evaluados tenían una puntuación inferior a 7,0 y que las prácticas se concentran en el nivel “A”, señalando que, cuando son aceptables, no son suficientes para garantizar la accesibilidad y, cuando son inaceptables, los websites no cumplen con los criterios básicos de las Directrices. Como consideraciones finales, destacamos la necesidad de que los repositorios se adapten a los estándares de accesibilidad propuestos por las Directrices, adoptando el Modelo Social de la Discapacidad como filosofía para sus aciones.Os repositórios buscam reunir, organizar e divulgar a produção científica e tecnológica, contribuindo para a preservação da cultura e da memória institucional. Têm como pré-requisito o propósito de franquear o acesso à informação a toda a comunidade. A partir dessa concepção, este estudo objetivou verificar o índice de acessibilidade dos repositórios institucionais brasileiros e mexicanos a partir do avaliador e simulador de acessibilidade e usabilidade em ambientes digitais Access Monitor, destacando os pontos de conformidade e não-conformidade com as Diretrizes de Acessibilidade para Conteúdo Web (WCAG) do World Wide Web Consortium (W3C). Esta é uma pesquisa exploratória e descritiva realizada diretamente nos endereços eletrônicos dos repositórios das dez primeiras universidades brasileiras e mexicanas indicadas pelo Ranking Web of Universities em fevereiro de 2022.
