Segregation or miscegenation: the dilemmas of eugenics in Brasil in the first Decades of the 20th

Resumo: The eugenics moviment was born at the end of the 19th century, in Englad, with Francis Galton (1822-1911) as its main protagonista; in Brazil, the arrival of eugenics movement took  place at the turn of 19th to the 20th century, but it gained capillarity from the leading role of Renato Kehl (1889-1974). Eugenics supporters believed in its effectiveness to eliminate groups the presented abnormal behaviors, through birth control policies, creation of spaces for segregation, physical elimination and other methods. According to the history of eugenics, this article aims to discuss the factors that led to the birth of eugenics in Europe and the USA. In Brazil, we will try to demonstrate that although eugenics was received by intellectuals, doctors and those in line with eugenic precepts, however, eugenics was a fundamental mechanism to objectify segregation, miscegenation and elimination of black people, within Brazilian society. Such actions were carried out to constitute a Brazilian people, which in the opinion of eugenicists should be white and, at the same time, respond to the transformations that the country was being theater, that is, a context of modernization. In this way, the ideas of eugenicists were echoed in the articles published in the “Boletins de Eugenia”, a vehicle that had wide circulation between 1929 and 1933 in Brazil.

Los partidarios de la eugenesia creían en su eficacia para eliminar grupos que presentaban comportamientos anormales, a través de políticas de control de la natalidad, creación de espacios de segregación, eliminación física y otros métodos. Este artículo tiene como objetivo discutir los factores que, según la historia de la eugenesia, llevaron a su nacimiento en Europa y Estados Unidos. En Brasil, intentaremos demostrar que aunque la eugenesia haya sido receptiva por intelectuales, médicos y alineados con los preceptos eugenésicos, parece que fue un mecanismo fundamental para objetivar la segregación, el mestizaje y la eliminación de los negros dentro de la sociedad brasileña. Tales acciones fueron realizadas para constituir un pueblo brasileño que, en la opinión de los eugenistas, debía ser blanco y, al mismo tiempo, responder a las transformaciones que el país estaba experimentando en un contexto de modernización. De esta forma, las ideas de los eugenistas se hicieron eco en los artículos publicados en los “Boletins de Eugenia”, que tuvieron amplia circulación en Brasil entre 1929 y 1933.O movimento eugenista nasceu no final do século XIX, na Inglaterra, tendo como principal protagonista Francis Galton (1822-1911); ao Brasil, chegou na passagem do século XIX para o XX, mas ganhou capilaridade a partir do protagonismo de Renato Kehl (1889-1974). Os partidários da eugenia acreditavam na sua efetivação para eliminar os grupos que apresentavam comportamentos anormais, por meio de políticas de controle de natalidade, criação de espaços de segregação, eliminação física e outros métodos. O presente artigo tem como finalidade discorrer sobre os fatores que, de acordo com a história da eugenia, propiciaram o seu nascimento na Europa e EUA. No Brasil, buscar-se-á demonstrar que embora a eugenia tenha tido receptividade por parte dos intelectuais, médicos e aqueles alinhados com os preceitos eugênicos, constata-se que ela foi um mecanismo fundamental para objetivar a segregação, a miscigenação e a eliminação dos negros/as no interior da sociedade brasileira. Tais ações foram realizadas para se constituir um povo brasileiro que, ao juízo dos eugenistas, deveria ser branco e, ao mesmo tempo, responder às transformações que o país estava sofrendo  em um contexto de modernização.
