Resumo: This article aims to analyze the inclusion of the Spanish colony in Rio de Janeiro society through civil associations and the actions of the Spanish government in the valuation of these organizations, using them as a tool for the consolidation of a cultural foreign policy. For this, will be observed the presence of Spanish immigrants in the history of Rio de Janeiro and the relationship between immigrant associations and the Brazilian and Spanish governments over the 1980s is intended, therefore, contribute to the debate on migration in the contemporary context and broaden the discussion about the place of culture in international relations.

Para isso, serão observados a presença dos imigrantes espanhóis na história da cidade do Rio de Janeiro e a relação entre as associações imigrantes e os governos brasileiro e espanhol ao longo da década de 1980.
