The end of the cold war and international security studies: the concept of human security

Resumo: With the end of the Cold War, consolidates a new international agenda, which gives light to non-state threats to international security. In this new international environment, the emerging concept of human security that has two main aspects: keeping people safe from chronic threats as hunger, disease, repression (freedom from want) and protect them from sudden and harmful patterns everyday life, for example, of wars, genocides and ethnic cleansing (freedom from fear). The United Nations Development Program (UNDP) in 1994, focused its report on this concept, which promoted a widely internationally. Within the concept of human security issues that were covered up by the East-West conflict, become the new guidelines of the international agenda from the 90s, such as environmental problems, epidemics, unemployment, drug trafficking, starvation, ethnic and religious conflicts, terrorism, refugees, human rights violations, among others. And as these issues directly affect individuals, especially the most vulnerable populations, the concept of international security is strictly related to military issues, it becomes increasingly insufficient to explain these new international issues. On this basis, this work will address the conditions and the theoretical debates during the Cold War, which enabled the development of the concept of Human Security in the 90's. Moreover, the text will present their discussions and criticism of the proposed Human Security.

Com o fim da Guerra Fria consolida-se uma nova agenda internacional, o que dá luz às ameaças não-estatais à segurança internacional. Nesta nova conjuntura internacional, emerge o conceito de Segurança Humana que possui dois aspectos principais: manter as pessoas a salvo de ameaças crônicas como a fome, as doenças, a repressão (freedom from want) e protegê-las de mudanças súbitas e nocivas nos padrões da vida cotidiana, por exemplo, das guerras, dos genocídios e das limpezas étnicas (freedom from fear). O Programa das Nações Unidas para o Desenvolvimento (PNUD), em 1994, centrou o seu Relatório nesse conceito, o que promoveu uma ampla divulgação em nível internacional. Dentro da concepção de Segurança Humana, questões que antes eram encobertas pelo Conflito Leste-Oeste, tornam-se as novas pautas da agenda internacional a partir da década de 90. Os problemas ambientais, as epidemias, o desemprego, o narcotráfico, a fome, os conflitos étnicos e religiosos, o terrorismo, os refugiados, a violação dos direitos humanos, dentre outros. E como estes problemas afetam diretamente os indivíduos, principalmente as populações mais vulneráveis, o conceito de segurança internacional estritamente relacionado às questões militares; torna-se cada vez mais insuficiente para explicar essas novas questões internacionais. Com base nisto, este trabalho abordará as condições e os debates teóricos durante a Guerra Fria, que permitiram o desenvolvimento do conceito de Segurança Humana, na década de 90.
