Effects of freezing spending for 20 years on social security, in particular, in the social protection action carried out by the Bolsa Familia Program

Resumo: This article is a synthesis of the master's thesis of one of the authors. The objectives are to apprehend and analyse the meanings of maintaining the Bolsa Família Programme in a context of advances by the neoliberal State in the period from 2016 to 2020 and to identify the effects of the New Fiscal Regime on the Programme and on the lives of beneficiary families. This is a qualitative, bibliographic and documentary research, carried out in books, articles, dissertations and theses. We made use of the virtual network in general, google academic, portal of periodicals. This is a critical approach in the light of the Marxist historical referential. The process of investigation and analysis was based on the assumption that the counter-reforms have been dismantling the Brazilian social security. Considering the advance of neoliberalism and its economic, fiscal, political, social crises, we highlight that the tax reform implemented in the country in 2016, has been impacting social security and social protection actions such as the Bolsa Família Program object of study. We reflect supposed effects caused in the Program and families in the validity for 20 years of the new fiscal regime. We identified estimates and evidence of effects expressed in setbacks, retraction of the PBF budget and increasing exclusion of beneficiaries. We also identified meanings, trends of maintenance of the PBF until today.

Os objetivos são apreender e analisar os significados da manutenção do Programa Bolsa Família em conjuntura de avanços do Estado neoliberal no período de 2016 a 2020 e identificar os efeitos do Novo Regime Fiscal no Programa e na vida das famílias beneficiárias. Trata-se de uma pesquisa qualitativa, bibliográfica e documental, realizada em livros, artigos, dissertações, teses. Fizemos uso da rede virtual em geral, google acadêmico, portal de periódicos. Trata-se de uma abordagem crítica à luz do referencial histórico marxista. O processo de investigação e análise teve como suposto que as contrarreformas vêm desmontando a seguridade social brasileira. Considerando o avanço do neoliberalismo e suas crises econômica, fiscal, política, social, destacamos que a reforma fiscal implementada no país em 2016, vem impactando a seguridade social e as ações de proteção social como o Programa Bolsa Família objeto do estudo. Refletimos supostos efeitos causados no Programa e famílias na vigência por 20 anos do novo regime fiscal. Identificamos estimativas, evidências de efeitos expressados em retrocessos, retração do orçamento do PBF e crescente exclusão de beneficiários. Também identificamos significados, tendências da manutenção do PBF até hoje.
