The State and post-90s reforms: social movements, third sector and non-formal education

Resumo: This text aims to discuss the extent to which social, political and economic reforms, triggered after the 1990s in Brazil, boosted the emergence of projects in the field of non-formal education. With the downsizing of State functions, there is a shift towards the third sector, with an emphasis on NGOs, which do not carry out an analysis of the root causes of social problems. Within this logic, the principle of the dismantling of combative social movements is awakened and new social groups enter the scene, represented by the third sector, in which their actions are of a welfare nature. In light of this context, non-formal education is included, which aims to meet needs not guaranteed by the State.

Com o enxugamento das funções do Estado, há o desvio para o terceiro setor, com ênfase nas ONGs, que não realizam uma análise da raíz dos problemas sociais. Dentro desta lógica, se desperta o princípio do esfacelamento dos movimentos sociais combativos e novos grupos sociais entram em cena, representados pelo terceiro setor, no qual suas ações são de caráter assistencialista.
