Resumo: This is a survey on the issue of democracy for the theorists of nineteenth century liberalism. Addresses the multitude of formulations of liberalism’s historical influences that have marked the development of some of these theories and developed the theoretical foundations of democracy and representation. The idea that the current century liberalism is elitist or aristocratic can be justified by the efforts made by its thinkers to limit the power of mass, questioning the ability or preparedness of the people to govern and in attempts to safeguard the rights of minorities.

Trata-se de um levantamento acerca da questão da democracia para os teóricos do liberalismo do século XIX. Aborda- se a multiplicidade de formulações sobre o liberalismo, as influências históricas que marcaram a formulação de algumas destas teorias e as bases teóricas desenvolvidas sobre democracia e representação. A ideia corrente de que o liberalismo do século é elitista ou aristocrático pode ser justificada pelos esforços produzidos por seus pensadores no sentido de limitar o poder da massa, no questionamento da capacidade ou preparo do povo para governar e nas tentativas de salvaguardar os direitos das minorias.
