This article aims, from the summary categories of state and civil society in classical and contemporary authors situate the advice policy makers as well as reflect on the issues surrounding the democratic participation of civil society in Brazil in the context of these spaces. To do so throughout the text the councils are seen as spaces for dialogue between civil society and the state, having as one of its purposes the social control of public policies. Also feel lucky that the participation of civil society is shaped as a necessary practice in the consolidation of aspects that make up democracy at different levels of management and also allows social strengthening and deepening democracy, with a view to full citizenship with access to civil, political and social.
