This paper has as general objective to highlight universities as agents of social transformation and guarantors of the realization of rights and guarantees of migrants and refugees in Mato Grosso do Sul, through extension projects, such as the “UEMS Acolhe” Program of the State University of Mato Grosso do Sul - UEMS. For so long, the qualitative, descriptive and exploratory methodology was used, through the bibliographic and documentary method, and the problem to be investigated is the reception, integration and protection of direct and fundamental guarantees of migrants and refugees in the state, through the teaching of the Portuguese language. The state lack, and the social function of universities, makes initiatives such as UEMS increasingly essential to understand the new migratory flows and processes of social reintegration. Therefore, it seeks to ratify and stimulate the protagonism of universities in society, as promoters of institutional policies focused and engaged to assist vulnerable groups, is what it imposes in this study.
