Evaluation of public policies for Environmental Education of the Cearense Solid Waste Consortia, through the use of indicators

Resumo: | Environmental Education is a strong management tool capable of helping to change society's thoughts and attitudes towards environmental issues and the public policies that guide the implementation of this instrument. The Environmental Education Plans, in turn, whether municipal or regional, act as public policies and should be tools to guide policies or broader plans, in particular, the National Policy on Environmental Education. Taking into account the existence of solid waste management consortia in the state of Ceará, the municipalities that have been consortia for three years or more, in order to comply with the requirement of the Municipal Environmental Quality Index-IQM, had to send their Environmental Education Plans, with an emphasis on solid waste, to the state Secretary of the Environment. In order to evaluate these public policies on Environmental Education, in 2021 a formal request was made to SEMA to send these plans, through the consortium. The methodology used for the evaluation was content analysis through the use of indicators prepared by the Executive Secretariat of the National Articulation of Public Policies on Environmental Education - ANPPEA of 2019. The results showed that the public policies analyzed are characterized more as plans of work focused on the environmental scope, specifically with an emphasis on solid waste, since they are all structured with goals for activities, not meeting many of the issues inherent in the detailed technical and referential basis of public policies on Environmental Education. |

Los Planes de Educación Ambiental, a su vez, sean municipales o regionales, actúan como políticas públicas y deben ser herramientas para orientar políticas o planes más amplios, en particular, la Política Nacional de Educación Ambiental. Teniendo en cuenta la existencia de consorcios de gestión de residuos sólidos en el estado de Ceará, los municipios que son consorcios desde hace tres años o más, para cumplir con la exigencia del Índice de Calidad Ambiental Municipal-IQM, debían enviar su certificado de Educación Ambiental. Planes, con énfasis en residuos sólidos, a la Secretaría de Medio Ambiente del estado. Para evaluar estas políticas públicas en Educación Ambiental, se realizó una solicitud formal a la SEMA, en 2021, para enviar estos planes, a través del consorcio. La metodología utilizada para la evaluación fue el análisis de contenido mediante el uso de indicadores elaborados por la Secretaría Ejecutiva de la Articulación Nacional de Políticas Públicas de Educación Ambiental - ANPPEA de 2019. Los resultados mostraron que las políticas públicas analizadas se caracterizan más como planes de trabajo enfocados en el ámbito ambiental, específicamente con énfasis en los residuos sólidos, ya que todos ellos están estructurados con metas de actividades, no atendiendo muchas de las cuestiones inherentes a las bases técnicas y referenciales detalladas de las políticas públicas de Educación Ambiental.Sachant que l'Education Environnementale est un instrument de gestion fort qui aide à changer les mentalités et les attitudes de la société à l'égard des questions environnementales, il est certain qu'il existe des Politiques Publiques qui guident la mise en œuvre de cet instrument. Les plans d'éducation à l'environnement, à leur tour, qu'ils soient municipaux ou régionaux, agissent comme des politiques publiques et devraient être des outils d'orientation pour des politiques ou des plans plus larges, en particulier pour la politique nationale d'éducation à l'environnement. Compte tenu de l'existence de consortiums de gestion des déchets solides dans l'État du Ceará, les municipalités du consortium depuis (03) ans ou plus, afin de se conformer à l'exigence de l'indice municipal de qualité environnementale-IQM, ont dû envoyer leur éducation environnementale, en mettant l'accent sur les déchets solides, au Département de l'environnement de l'État. Afin d'évaluer ces politiques publiques d'éducation à l'environnement, en 2021, une demande formelle a été faite à la SEMA pour envoyer ces plans, par l'intermédiaire du Consortium. La méthodologie utilisée pour l'évaluation a été l'utilisation d'indicateurs préparés par le Secrétariat exécutif de l'articulation nationale des politiques publiques d'éducation à l'environnement - ANPPEA, en 2019. On observe que les politiques publiques analysées ressemblent davantage à des plans de travail visant le domaine environnemental. , en particulier avec un accent sur les déchets solides, car ils sont tous structurés avec des objectifs d'activités, ne répondant pas à de nombreux problèmes inhérents à la base technique et à la référence détaillée des politiques publiques d'éducation à l'environnement.A Educação Ambiental é uma forte ferramenta de gestão, capaz de auxiliar na mudança de pensamentos e atitudes da sociedade perante as questões ambientais, e as políticas públicas norteiam a execução desse instrumento. Os Planos de Educação Ambiental, por sua vez, sejam eles municipais ou regionais, atuam como políticas públicas e devem ser ferramentas orientadoras de políticas ou planos mais abrangentes, em especial, da Política Nacional de Educação Ambiental. Levando em consideração a existência de consórcios de gestão de resíduos sólidos no estado do Ceará, os municípios consortes há três anos ou mais, para o cumprimento da exigência do Índice Municipal de Qualidade do Meio Ambiente-IQM, tiveram que enviar seus Planos de Educação Ambiental, com ênfase em resíduos sólidos, à Secretaria do Meio Ambiente do estado. Com o objetivo de avaliar essas políticas públicas de Educação Ambiental, fez-se uma solicitação formal à SEMA, em 2021, para o envio desses planos, por meio do consórcio. A metodologia utilizada para a avaliação, foi análise de conteúdo por meio do uso de indicadores elaborados pela Secretaria Executiva da Articulação Nacional de Políticas Públicas de Educação Ambiental- ANPPEA, de 2019.
