Resumo: Abstract   The article aims to analyze fundamental themes of the educational action developed by the Petroleum Territories project, of the Campos Basin Environmental Education Program (PEA-TP) with emphasis on the permanence of the subjects to the project. The actions developed by the project have as theoretical and methodological foundations Critical Environmental Education and Popular Education. In this sense, grounding and situating the research in this field and understanding the meanings of the term permanence, in an exercise of approaching this concept to the educational actions of the PEA-TP, required in-depth research. To do so, we went through the bibliographical and documental research. The study confirms that the critical perspective of Environmental Education and the principles of Popular Education are theoretical and methodological paths suitable for educational actions that encourage the permanence of subjects in the construction of knowledge that qualifies them for social control over the public management of royalty resources .

Las acciones desarrolladas por el proyecto tienen como fundamentos teóricos y metodológicos la Educación Ambiental Crítica y la Educación Popular. En este sentido, fundamentar y situar la investigación en este campo y comprender los significados del término permanencia, en un ejercicio de acercar este concepto a las acciones educativas del PEA-TP, requirió una investigación en profundidad. Para ello, pasamos por la investigación bibliográfica y documental. El estudio confirma que la perspectiva crítica de la Educación Ambiental y los principios de la Educación Popular son caminos teóricos y metodológicos propicios para acciones educativas que propicien la permanencia de los sujetos en la construcción del conocimiento que los habilite para el control social sobre la gestión pública de los recursos de regalías.O artigo objetiva analisar temas fundantes da ação educativa desenvolvida pelo projeto Territórios do Petróleo, do Programa de Educação Ambiental da Bacia de Campos (PEA-TP) com ênfase na permanência dos sujeitos ao projeto. As ações desenvolvidas pelo projeto têm como fundamento teórico e metodológico a Educação Ambiental crítica e a Educação Popular. Nesse sentido, fundamentar e situar a pesquisa nesse campo e compreender os sentidos do termo permanência, num exercício de aproximação de tal conceito às ações educativas do PEA-TP, exigiu pesquisa em profundidade. Para tal percorremos a pesquisa bibliográfica e documental.
