Resumo: The purpose of this article is focusing the 1787’s constitutional debate in the United States, putting it in connection with the historical causations that have framed the colonial experiences as well the power structure of the confederacy union, after the independence, which had been conceived as the only political system suited for that need. At the next moment, that original political frame turned into a target, as pointed certain elites, for a radical reform in the rationale of the power, transforming that collection of territorial communities horizontally organized, that started to be represented by a center provided with affirmative powers.
