Resumo: | One of the most persistent problems in Brazilian institutional history concerns the Executive-Legislative relations in the public budget. The National Constitutional Assembly (1987-88) faced the challenge of crafting a new set of rule that could provide both macroeconomic efficiency and democratic participation. The final constitutional design left unsolved many aspects of the riddle thus establishing an institutional set that has been strategically operated by the Executive branch to retain its lead in the budget process. |

Os trabalhos da Assembléia Nacional Constituinte (1987-88) resultaram num minucioso e complexo sistema orçamentário, em que se buscou dar resposta a essa questão central: de que forma seria possível efetuar um desenho constitucional que recuperasse a racionalidade econômica do Estado com a construção de uma participação parlamentar própria a um regime democrático?
