Resumo: This article addresses the democratic management in the State Education Plan (PEE) of Maranhão, Law no. 10.099/2014, aiming to analyze the initial implementation phase of goal 20 and the strategies to ensure effective democratic educational management within a two-year period. This is a qualitative and quantitative bibliographical, documentary, and field research conducted with the former state secretary of education and the technician responsible for the PEE. The results underwent content analysis and were interpreted in the light of different theorists and the current legislation. The PEE goal 20 implementation process was initiated in 2015, regulated by decree and public notice with established criteria for selecting the managers of state public schools. However, the initial phase was not fully implemented, indicating challenges that demand other actions to consolidate the goal and its strategies within the 2014/2024 term of the PEE.

Los procedimientos metodológicos de este estudio cualitativo y cuantitativo fueron subsidiados por los tipos de investigación bibliográfica, documental y de campo, teniendo como sujetos a la ex-secretaria de Estado de Educación-SEDUC y al Técnico responsable del Plan Estatal de Educación-PEE. Los resultados fueron dialogados con los teóricos y la legislación vigente, de acuerdo con la técnica de análisis de contenido, y señalan que el proceso de implementación de la meta 20 (veinte) de la EEP comenzó en 2015, regulado por decreto y convocatoria con los criterios establecidos para llevar a cabo el proceso de selección de los gestores escolares de la red pública estatal. Los resultados revelan que la fase inicial de implementación de la meta, en el contexto analizado, no fue efectiva en su totalidad, surgiendo desafíos que requieren otras acciones para consolidar la meta y sus estrategias dentro del plazo del PEE-2014/2024.O texto aborda a gestão democrática no Plano Estadual de Educação (PEE) do Maranhão, Lei nº 10.099/2014, com o objetivo de analisar a fase inicial da implementação da meta 20 e estratégias que consistem em assegurar condições no prazo de dois anos para a efetivação da gestão democrática na educação. Os procedimentos metodológicos deste estudo de abordagem qualitativa e quantitativa foram subsidiados pelos tipos de pesquisa bibliográfica, documental e de campo, tendo como sujeitos a ex-secretária de estado da educação e o técnico responsável pelo PEE. Os resultados foram dialogados com os teóricos e a legislação vigente, conforme a técnica de análise de conteúdo, e apontam que o processo de implementação da meta 20 do PEE foi iniciado em 2015, regulamentado por decreto e edital com critérios estabelecidos para realização do processo de seleção de gestores das escolas da rede pública estadual.
