The performance of the UN in the face of the COVID-19 pandemic and the guaranteeing of refugees’ rights in Brazil

Resumo: According to the UN institutional chart, the World Health Organization (WHO) is one of the specialized agencies that act in a coordinated way to achieve the objectives established in the UN Charter. In the same institutional chart, there is the United Nations High Commissioner for Refugees (UNHCR), an organ active since 1950, affiliated to the General Assembly. This article, using the historical technique deductive-normative method, analyzes the actions of the UN, the Security Council and WHO, in response to the COVID-19 pandemic, the actions of UNHCR for the protection of refugees in Brazil and the impacts of the pandemic on migrants and refugees who are in the territory due to the closure of borders. To this end, it emphasizes the importance of including refugees in the vaccination and anti-pandemic measures concerning COVID-19.

En el mismo cuadro institucional se encuentra la Oficina del Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR), una agencia que funciona desde 1950, afiliada a la Asamblea General. El presente artículo, utilizando el método deductivo-normativo con técnica histórica, analiza la actuación de la ONU, del Consejo de Seguridad y de la OMS, en respuesta a la pandemia del Covid-19, las acciones del ACNUR para la protección de los refugiados en Brasil y los impactos de la pandemia en los migrantes y refugiados que se encuentran en el territorio, debido al cierre de las fronteras. Para ello, se destaca la importancia de la inclusión de los refugiados en la agenda de vacunación y lucha contra la pandemia.Segundo o organograma institucional da Organização das Nações Unidas (ONU), a Organização Mundial da Saúde (OMS) integra o quadro de agências especializadas que atuam coordenadamente para alcançar os objetivos estabelecidos na Carta das Nações Unidas. No mesmo organograma institucional está o Alto Comissariado das Nações Unidas para Refugiados (ACNUR), órgão atuante desde 1950, coligado à Assembleia Geral. O presente artigo, utilizando o método dedutivo-normativo com técnica histórica, analisa a atuação da ONU, do Conselho de Segurança e da OMS, na resposta à pandemia da Covid-19, as ações do ACNUR para proteção dos refugiados no Brasil e os impactos da pandemia nos migrantes e refugiados que se encontram no território, em razão do fechamento das fronteiras.
