Three-round presidential elections: the effects of open, simultaneous, and mandatory primaries in Argentina and Uruguay

Resumo: This article analyses primary presidential elections – open, simultaneous and mandatory for political parties – in Uruguay and Argentina. In spite of their similarity, both systems have some differences: i) voting is mandatory in Argentina and voluntary in Uruguay; ii) in Argentina, the presidential candidate must run in the primary along with a vice presidential candidate, while in Uruguay the primary solely decides the presidential candidate. Through a neo-institutionalist approach and the primary electoral results, the present research shows that different rules cause significantly different outcomes. Primaries in Uruguay promote internal contestation and a diversity of alternatives within and among parties. In Argentina, the system discourages competition and stimulates elite coordination from the beginning of the process, concentrates the candidate supply, and organizes preferences into two main blocks.

A pesar de su similitud, ambos sistemas ofrecen algunas diferencias: i) el voto es obligatorio en Argentina y voluntario en Uruguay; ii) en Argentina compiten fórmulas completas (presidente y vice) y en Uruguay sólo se compite por la candidatura presidencial. Con un enfoque neo-institucionalista y analizando los resultados de las primarias, la investigación muestra que estas diferencias en las reglas generan consecuencias muy diferentes. En Uruguay promueven la competencia interna e incentivan la diversidad de opciones dentro y entre los partidos. En Argentina el sistema desincentiva la competencia y promueve la coordinación de la elite desde el principio del proceso, concentrando la oferta y ordenando las preferencias en dos grandes bloques.Este artigo analisa as eleições primárias presidenciais – abertas, simultâneas e obrigatórias para os partidos políticos – no Uruguai e na Argentina. Apesar da semelhança, os dois sistemas apresentam algumas diferenças: i) o voto é obrigatório na Argentina e voluntário no Uruguai; ii) na Argentina competem chapas fechadas (presidente e vice-presidente), enquanto no Uruguai competem apenas pela candidatura presidencial. Usando uma abordagem neoinstitucionalista e analisando os resultados das primárias, a pesquisa mostra que as diferenças nas regras geram consequências significativamente diferentes. No Uruguai, promovem a competição interna e incentivam uma diversidade de opções, tanto dentro dos partidos quanto entre os partidos.
