Challenging the party, facing opponents: black and LGBT+ movements’ political effects under Lula’s and Dilma’s administrations

Resumo: The institutional proximity between Black and LGBT+ movements and the Partido dos Trabalhadores (PT) began in the same period. However, it generated distinct political effects during the party's administration in the federal government. This article evaluates whether and how these differences can be explained by the relationship between these movements and the PT and the relationship between social movements and opposition groups. To this end, the article analyzes two sets of empirical evidence: 1) data obtained through documental and bibliographical research on the relationship between those parties and the PT; 2) data on the federal budget for racial equality and LGBT+ rights policies; 3) and data on the legislative production in favor and against these themes between the 52nd and 54th legislatures. The results indicate that the relationships between social movements, parties, and legislative opposition explain, at least partly, the differences in the movements' political effects. Such findings introduce new explanatory elements that enrich traditional theoretical models on the relationships between social movements, governments, and bureaucracy.

Sin embargo, generó efectos políticos diferentes durante la gestión del partido mencionado en el gobierno federal. Este artículo evalúa si y cómo esas diferencias pueden explicarse por la relación entre esos movimientos y el PT y por la relación entre los movimientos sociales y grupos opositores. Para esto, el articulo analiza tres conjuntos de evidencias empíricas: 1) datos documentales y bibliográficos sobre las relaciones entre esos movimientos y el PT; 2) datos referentes al presupuesto federal para políticas de igualdad racial y derechos para personas LGBT+; y 3) datos que conciernen a la producción legislativa favorable y contraria a esos temas entre la 52ª y la 54ª legislatura. Los resultados indican que las relaciones entre movimientos sociales, partidos y oposición legislativa explican, al menos em parte, las diferencias en los efectos políticos de los movimientos. Estos hallazgos introducen nuevos elementos explicativos que enriquecen los modelos teóricos tradicionales sobre las relaciones entre movimientos sociales, gobiernos y burocracia.A aproximação institucional entre os movimentos negro e LGBT+ e o Partido dos Trabalhadores (PT) teve início em um mesmo período. No entanto, gerou efeitos políticos distintos durante a gestão do partido no governo federal. Este artigo avalia se, e como, essa distinção pode ser explicada pela relação entre esses movimentos e o PT e pela relação entre movimentos sociais e grupos opositores. Para tanto, analisa três conjuntos de evidências empíricas:1) dados obtidos por pesquisa documental e bibliográfica acerca das relações entre esses dois movimentos sociais e o PT; 2) dados do orçamento federal para políticas de igualdade racial e de direitos LGBT+; 3) e dados sobre a produção legislativa favorável e contrária a esses temas entre a 52ª e a 54ª legislaturas. Os resultados indicam que as relações entre movimentos sociais, partidos e oposição legislativa explicam, ao menos em parte, as diferenças nos efeitos políticos dos movimentos.
