Bureaucratic entropies in the recruitment and selection process and its effects on public sector career management in Mozambique

Resumo: This article explores the view of Mozambican public servants on bureaucratic entropies in the recruitment and selection process and its effects on career management. The investigation involved 20 participants, and semi-structured interviews were conducted. The grounded theory method was used to analyze the collected narratives. The findings obtained highlight the occurrence of four bureaucratic entropies, namely: weaknesses in human resource management, inefficiency in career management practices, patronage in recruitment, and centralized decisions. However, the views expressed by the interviewees reach a consensus on bureaucratic entropies negatively affecting career management.

Los hallazgos obtenidos destacan la ocurrencia de cuatro entropías burocráticas, a saber: debilidades en la gestión de recursos humanos, ineficiencia en las prácticas de gestión de carrera, clientelismo en la contratación y decisiones centralizadas. Sin embargo, las opiniones expresadas por los entrevistados son consensuadas en que las entropías burocráticas afectan negativamente la gestión de carrera.Este artigo explora a visão dos servidores públicos moçambicanos sobre as entropias burocráticas no processo de recrutamento e seleção e sua influência na gestão de carreiras. A investigação envolveu 20 participantes e foram administradas entrevistas semiestruturadas. O método grounded theory foi utilizado para analisar as narrativas recolhidas. Os achados obtidos colocam em evidência a ocorrência de quatro entropias burocráticas, nomeadamente: fragilidades da gestão de recursos humanos, ineficiência das práticas de gestão de carreiras, patronagem no recrutamento e decisões centralizadas.
