The Brazilian legislative scenario in the use of Low Impact Development (LID) technologies in urban drainage

Resumo: | Urbanization and the lack of planning in large cities generate several impacts, including the increase in the rate of rainwater runoff, due to soil sealing. In order to mitigate such impacts, in addition to conventional urban drainage techniques, new Low Impact Development (LID) technologies emerge, which aim at greater control of urban impacts related to rainwater. Thus, this article aims to carry out a survey in the Brazilian Federative Units (UF), identifying the LID techniques present in the legislation, whether federal, state or municipal. After the analysis, laws with the presence of LID techniques were found in most Brazilian FUs, in some places up to 4 different types of techniques. In addition, most of the analyzed instruments refer to detention and retention reservoirs (40.5%), followed by permeable green areas and the capture and use of rainwater, since the techniques of green roof and infiltration trenches are still little representative, but have grown significantly in recent years. In this way, it appears that these technologies are beginning to gain ground, however, it is also exposed to the need for the growing regulation of LID techniques as a planning tool, aiming to improve the performance of rainwater drainage systems in urban centers in Brazil. |

Para se mitigar tais impactos, além das técnicas de drenagem urbana convencionais, surgem as novas tecnologias de Low Impact Development (LID), que visam o maior controle de impactos urbanos relacionados à água pluvial. Dessa forma, o presente artigo visa realizar um levantamento nas Unidades Federativas (UF) brasileiras, identificando as técnicas LID presentes na legislação, seja federal, estadual ou municipal. Após a análise, foram encontradas leis com presença de técnicas LID na maioria das UFs brasileiras, em alguns locais até 4 tipos diferentes de técnicas. Além disso, a maioria dos instrumentos analisados se referem aos reservatórios de detenção e retenção (40,5%), seguido de áreas verdes permeáveis e da captação e aproveitamento das águas pluviais, já as técnicas de telhado verde e trincheiras de infiltração ainda são pouco representativas, mas cresceram bastante nos últimos anos.
