First municipal plan for Food and Nutrition Security of São Paulo/SP: participation and protagonism of the municipal council

The preparation and publication of the First Municipal Plan for Food and Nutrition Security of São Paulo/SP, PLAMSAN 2016-2020, highlights advances in Food and Nutrition Security in the municipal context. The present study was based on the triangulation of methods involving the following techniques: participant observation, interview with key informant, construct of a logical model. The methodology was guided by validity criteria of participatory health research. It was verified that social participation was one of the mechanisms used to involve government and population, from the establishment of commitments aimed at consolidating this public policy, highlighting municipal councilors as the main protagonists of the process analyzed. The intersectoriality occurred due to the composition of the Intersecretarial Chamber of Food and Nutrition Security, involving seven municipal secretaries and other efforts of those who led the process, such as the members of the Municipal Council of Food and Nutrition Security of São Paulo. It was concluded that the decentralization of actions has allowed the local proposals to be included in the plan. Social participation and intersectoriality, principles of Health Promotion, were the mainstay of the process contributing to the success of the experiment, which demonstrated the feasibility to be replicated in other municipalities of any city in the world.
