The process of municipal adhesion to the National System of Food and Nutritional Security

Resumo: In 2006, Brazil passed the Organic Law on Food and Nutrition Security, which established the National Food and Nutrition Security System (SISAN). SISAN is based on intersectoriality and social participation, and it is a public system through which the State and organized civil society formulate and implement actions that has the objective at guaranteeing the human right to adequate food and nutrition (DHAA) to Brazilians. The objective of the study was to characterize SISAN at the municipal level. Currently, all states and the Federal District have joined SISAN, but less than 50% have a State Plan for Food and Nutrition Security. The adherence of municipalities to SISAN is voluntary, until now less than 5% of Brazilian municipalities have joined the System, of which 54% are in food and nutritional insecurity and less than 40% have published Food and Nutrition Security Plans. Although Brazil has advanced in fight against food insecurity, many families still suffer from it. The lack of technical qualification of the social actors involved in the implementation of the local food and nutrition security policy may constitute a barrier to the consolidation of SISAN at the local level. In this way, the strengthening of SISAN state spheres is fundamental to mobilize, support and instruct the municipalities regarding their adherence to the System.

O SISAN tem como base a intersetorialidade e a participação social e é um sistema público por meio do qual o Estado e a sociedade civil organizada formulam e implementam ações com vistas a garantir o direito humano à alimentação e nutrição adequadas (DHAA) aos brasileiros. O estudo teve o objetivo de caracterizar o SISAN no âmbito municipal. Atualmente todos os estados e o Distrito Federal aderiram ao SISAN, no entanto menos de 50% possuem Plano Estadual de Segurança Alimentar e Nutricional. A adesão dos municípios ao SISAN é voluntária, até o momento estudadomenos de 5% dos municípios brasileiros aderiram ao Sistema, dentre estes 54% estão em situação de insegurança alimentar e nutricional e menos de 40% possuem Planos de Segurança Alimentar e Nutricional publicados. Embora o Brasil tenha avançado no combate à insegurança alimentar muitas famílias ainda sofrem com a mesma. A falta de qualificação técnica dos atores sociais envolvidos na implementação da política local de Segurança Alimentar e Nutricional pode se constituir em um entrave para a consolidação do SISAN em nível local.
