The urban and periurban agriculture in the municipality of São Paulo facing the new coronavirus: analyses of experiences relevant to the fight against hunger

Resumo: | The Covid-19 pandemic has impacted the world population since the beginning of 2020. Concerns regarding food supply, notably of the most vulnerable populations, have gained prominence from international entities, Brazilian public bodies, researchers, and civil society. The difficulties in responding to the crisis, mainly due to the misalignment of dampening actions in the different spheres of Brazilian power, aggravated by threats to democracy, make up a picture of the absence of an efficient public plan for food and nutrition security. In this context, urban and peri-urban agriculture (AUP), combined with initiatives based on food solidarity, emerges as a food access strategy in the most vulnerable urban areas, allowing farmers to maintain their income. This article aims to shed light on the different food supply actions in the city of São Paulo at the height of the pandemic, especially considering new dynamics around seven urban and periruban farmers in São Paulo, representative of the situation in the central production regions in São Paulo. In addition to the social articulation between different solidarity groups in the municipality, the role of short circuits of proximity in the maintenance of local production and in guaranteeing the food consumption of populations in situations of food insecurity is highlighted here, in a context of significant insufficiency of emergency FNS policies. |

Las preocupaciones sobre el suministro de alimentos, especialmente las poblaciones más vulnerables, han ganado prominencia en entidades internacionales, agencias públicas brasileñas, investigadores y la sociedad civil. Las dificultades para responder a la crisis establecida, especialmente por la desalineación de las acciones de amortiguación en las diferentes esferas de poder brasileñas, agravadas por las amenazas a la democracia, conforman un marco de ausencia de un plan público eficiente para la seguridad alimentaria y nutricional. En este contexto, la agricultura urbana y periurbana (PUA), combinada con iniciativas basadas en la solidaridad alimentaria, surge como una estrategia para el acceso a los alimentos en las regiones urbanizadas más vulnerables, permitiendo el mantenimiento de los ingresos de los agricultores. Este artículo tiene como objetivo arrojar luz sobre las diferentes acciones de suministro de alimentos en la ciudad de São Paulo en el apogeo de la pandemia, especialmente considerando las nuevas dinámicas en torno a siete agricultores urbanos y perirubanos de São Paulo, representativos de la situación en las principales regiones de producción de São Paulo. Además de la articulación social entre los diferentes grupos solidarios del municipio, se destaca aquí el papel de los cortocircuitos de proximidad en el mantenimiento de la producción local y la garantía del consumo de alimentos de las poblaciones en situación de inseguridad alimentaria, en un contexto de gran insuficiencia de las políticas de emergencia de la SAN.A pandemia Covid-19 gera impactos importantes na população mundial desde o início de 2020. As dificuldades em responder à crise instaurada, especialmente pelo desalinhamento das ações amortecedoras nas diferentes esferas de poder brasileiras, agravadas por ameaças à democracia, compõem um quadro de ausência de plano público eficiente para a segurança alimentar e nutricional. Neste contexto, a agricultura urbana e periurbana (AUP), aliada a iniciativas fundamentadas na solidariedade alimentar, emerge como estratégica para o acesso ao alimento nas regiões urbanizadas mais vulneráveis, permitindo a manutenção de renda dos agricultores. O presente artigo visa lançar luz às diferentes ações de abastecimento alimentar no município de São Paulo no auge da pandemia, considerando especialmente novas dinâmicas em torno de sete agricultores urbanos e perirubanos paulistanos, representativos de situação nas principais regiões de produção em São Paulo.
