From real estate overproduction to the expansion of housing needs

Resumo: The process of industrial sprawl in the São Paulo hinterland represents, as well as economic growth and the expansion of jobs, the appearance and intensification of several urban problems previously restricted to metropolitan areas, particularly the housing of low-income populations. The hegemonic solution adopted by public policies was the production of new housing, especially after the Minha Casa Minha Vida Program. Even so, after decades of adopting this model, a mismatch between supply and needs is identified, with a strong expansion of both, paradoxically. A significant part of the literature recently focused on analyzing housing production and its socio-territorial impacts in large urban centers and metropolises. The studies on urban and housing problems in non-metropolitan realities are still insufficient, and that allows the distinction between the forms of space production and housing needs in small and medium-sized cities. In this way, the present study demonstrates how the production of housing as a commodity resulted in a framework of overproduction without having been able to face the real housing needs of these cities. The study is based on analyzing housing needs and housing production for 23 municipalities in the Urban Agglomeration of Piracicaba.

As políticas públicas destinadas a enfrentar o problema adotaram como solução hegemônica a produção de novas moradias, sobretudo a partir do Programa Minha Casa Minha Vida. Ainda assim, após décadas de adoção desse modelo, observa-se um descolamento entre oferta e demanda em que, paradoxalmente, identifica-se uma forte expansão de ambas. No período recente, parcela significativa da literatura se concentra na análise da produção de moradias e seus impactos socioterritoriais nos grandes centros urbanos e metrópoles, de modo que são ainda insuficientes os estudos sobre a problemática urbana e habitacional em realidades não-metropolitanas, e que permitam a distinção entre as formas de produção do espaço e das necessidades habitacionais em cidades de pequeno e médio porte.
