Labor informality in Latin America in the digital age: A view from the Iberian countries

Resumo: Considering the historical relations between Iberian and Latin American countries, contrasts, trends, and asymmetries at different scales are analyzed, seeking to stimulate North-South dialogue. The article initially discusses asymmetric powers, tensions and dynamic negotiations on a global scale, particularly in the context of the European Union. In light of recent transformations of capitalism, the phenomenon of informality and labor precarization is addressed. Using a more prospective register, some of the recent challenges brought by technological innovation and digitalization are diagnosed. The analysis then highlights knowledge produced in various research centers on the reproduction of informal work amidst the diffusion of new technologies. To this end, empirical studies on the labor market in three Latin American countries (Brazil, Argentina and Chile) are prioritized. If the purpose is to foster decent work in Latin America, it is necessary to address the causes of informality and reduce the vulnerability of working classes, structural problems that persist in the digital age. In this sense, the effort to understand the changes taking place in the field of labor relations is essential, at a time when national governments find themselves at a crossroads in the face of the brutal impacts of the Covid-19 pandemic and of the uncertainties about the trajectory of their economies in the coming years.

Inicialmente, el artículo analiza los poderes asimétricos, las tensiones y las negociaciones dinámicas a escala global, en particular en el contexto de la Unión Europea. A la luz de las recientes transformaciones del capitalismo, se aborda el fenómeno de la informalidad y la precarización laboral. A partir de un registro más prospectivo, se diagnostican algunos de los retos recientes que han traído consigo la innovación tecnológica y la digitalización. A continuación, el análisis destaca los conocimientos producidos en diversos centros de investigación sobre la reproducción del trabajo informal en medio de la difusión de las nuevas tecnologías. Se priorizan los estudios empíricos sobre el mercado de trabajo en tres países latinoamericanos (Brasil, Argentina y Chile). Si el objetivo es promover el trabajo decente en los países latinoamericanos, es necesario abordar las causas de la informalidad y reducir la vulnerabilidad de las clases trabajadoras, problemas estructurales que persisten en la era digital. En este sentido, el esfuerzo por comprender los cambios que se están produciendo en el ámbito de las relaciones laborales es esencial, en un momento en el que los gobiernos nacionales se encuentran en una encrucijada ante los brutales impactos de la pandemia del Covid-19 y las incertidumbres sobre la trayectoria de sus economías en los próximos años.En considérant les relations historiques entre les pays ibériques et latino-américains, les contrastes, les tendances et les asymétries à différentes échelles sont analysés, cherchant à stimuler le dialogue Nord-Sud. L'article aborde d'abord les pouvoirs asymétriques, les tensions et les négociations dynamiques à l'échelle mondiale, en particulier dans le contexte de l'Union européenne. À la lumière des récentes transformations du capitalisme, le phénomène de l'informalité et de la précarisation du travail est abordé. Dans un registre plus prospectif, certains des défis récents posés par l'innovation technologique et la numérisation sont diagnostiqués. L'analyse met ensuite en lumière les connaissances produites dans divers centres de recherche sur la reproduction du travail informel dans le contexte de la diffusion des nouvelles technologies. Les études empiriques sur le marché du travail dans trois pays d'Amérique latine (Brésil, Argentine et Chili) sont privilégiées. Si l'objectif est de promouvoir le travail décent dans les pays d'Amérique latine, il est nécessaire de s'attaquer aux causes de l'informalité et de réduire la vulnérabilité des classes laborieuses, des problèmes structurels qui persistent à l'ère numérique. O artigo discute inicialmente poderes assimétricos, tensões e negociações dinâmicas em escala global, em especial no contexto da União Europeia. À luz das transformações recentes do capitalismo, é abordado o fenómeno da informalidade e da precarização laboral. Recorrendo a um registo mais prospetivo, são diagnosticados alguns dos desafios recentes trazidos pela inovação tecnológica e pela digitalização. Em seguida, a análise destaca conhecimentos produzidos em diversos centros de investigação sobre a reprodução do trabalho informal em meio à difusão de novas tecnologias. Para tanto, são priorizados estudos empíricos sobre o mercado de trabalho em três países da América Latina (Brasil, Argentina e Chile). Se o objetivo é fomentar o trabalho decente nos países latino-americanos, é preciso enfrentar as causas da informalidade e reduzir a vulnerabilidade das classes trabalhadoras, problemas estruturais que perduram na era digital.
