Proposal of an Amplified Misery Index for Brazil and its evolution in the period 2012-2021

Resumo: | This paper recovers the poverty index created by Arthur Okun including new variables available in the country. A methodology is developed for the new index, which expands its original scope and now considers, in addition to inflation, the underutilization of the labor force and the dimensions of household income and excessive family debt. The results found with the index for the period 2012-2021 show great fluctuation. After an initial drop until 2014, the index grew up to 2016, increasing slightly in 2017-2019. It starts to grow up again in 2020, reaching the highest value of the period in 2021 and pointing to the difficulties faced by the population at the end of the period analysed. |

Se desarrolla una metodología para el nuevo índice, que amplía su alcance original y pasa a considerar, además de la inflación, la subutilización de la fuerza de trabajo y las dimensiones del ingreso de los hogares y el excesivo endeudamiento familiar. Los resultados encontrados con el índice para el periodo 2012-2021 muestran una gran fluctuación, que comienza con una caída hasta 2014, seguida de un crecimiento hasta 2016 y una moderada tendencia al alza en 2017-2019. El índice vuelve a crecer en 2020, alcanzando el valor más alto del periodo en 2021 y apuntando a un aumento de las dificultades a las que se enfrenta la población al final del periodo analizado.Cet article rétablit l'indice de misère créé par Arthur Okun en incorporant de nouvelles variables disponibles dans le pays. Une méthodologie est développée pour le nouvel indice, qui élargit son champ d'application initial et commence à prendre en compte, outre l'inflation, la sous-utilisation de la main-d'œuvre et les dimensions du revenu des ménages et de l'endettement familial excessif. Les résultats obtenus avec l'indice pour la période 2012-2021 montrent une grande fluctuation, qui commence par une baisse jusqu'en 2014, suivie d'une croissance jusqu'en 2016 et d'une tendance modérée à la hausse en 2017-2019. L'indice croît à nouveau en 2020, atteignant la valeur la plus élevée de la période en 2021 et indiquant une augmentation des difficultés rencontrées par la population à la fin de la période analysée.Este artigo recupera o índice de miséria criado por Arthur Okun incorporando novas variáveis disponíveis no país. É desenvolvida uma metodologia para o novo índice, que amplia seu escopo original e passa a considerar, além da inflação, a subutilização da força de trabalho e as dimensões de renda domiciliar e endividamento familiar excessivo. Os resultados encontrados com o índice para o período 2012-2021 mostram grande flutuação, que se inicia com queda até 2014, seguida por crescimento até 2016 e tendência de alta moderada em 2017-2019.
