Economic growth strategy and labor market in Brazil

Resumo: | The paper criticizes the fundamentals of the neoliberal strategy of economic growth and analyses its implications for the national labour market. First, it examines the strategy adopted by the FHC government (focused on inflation control, fiscal austerity and trade liberalization), in which jobs and wages are seen as macroeconomic adjustment variables. Next, it explains the developmentalist strategy formulated in the Lula government and altered in the Dilma government, which emphasizes the positive impacts of economic dynamism and social policies on the labour market. In sequence, it shows the main arguments present in the recent debate between the exponents of both approaches. It exposes, then, the return of the neoliberal strategy in the Temer government and its negative effects on the labour market. In the end, it suggests that the radicalization of the neoliberal strategy in the Bolsonaro government will aggravate the chronic problems of the Brazilian labour market. |

Primero, examina la estrategia adoptada por el gobierno de Fernando Henrique Cardoso (centrada en el control de la inflación, la austeridad fiscal y la apertura comercial), en la cual empleos y salarios se consideran variables de ajuste macroeconómico. Posteriormente, explica la estrategia desarrollista concebida durante el gobierno de Luiz Inácio Lula da Silva y modificada en el gobierno de Dilma Rousseff, estrategia basada en los impactos positivos del dinamismo económico y las políticas sociales en el mercado laboral. En seguida, reproduce los principales argumentos dados en el reciente debate entre exponentes de ambos enfoques. Se expone, entonces, el retorno de la estrategia neoliberal en el gobierno de Michel Temer y sus efectos negativos en el mercado laboral. Finalmente, sugiere que la radicalización de la estrategia neoliberal en el gobierno de Jair Bolsonaro agravará los problemas crónicos del mercado laboral brasileño.Le texte critique les fondements de la stratégie de croissance économique néolibérale et analyse ses implications pour le marché du travail national. Premièrement, le texte examine la stratégie adoptée par le gouvernement Fernando Henrique Cardoso (axée sur le contrôle de l'inflation, l'austérité budgétaire et la libéralisation des échanges), dans laquelle les emplois et les salaires sont considérés comme des variables d'ajustement macroéconomiques. Ensuite, le texte explique la stratégie de développement conçue dans l'administration Lula et modifiée dans l'administration Dilma, dans laquelle les effets positifs du dynamisme économique et des politiques sociales sur le marché du travail sont soulignés. L’analyse reproduit ensuite les principaux arguments du récent débat entre les exposants des deux approches. Le texte expose encore le retour de la stratégie néolibérale du gouvernement Temer et ses effets négatifs sur le marché du travail.
