The labor market in Para-Brazil: Primary-export economy and social inequality

Resumo: Integrated first to the international and then to the national market, the hallmark of the state of Pará is primary production for export, with informal occupations (without employment ties), complemented by extractive activities aimed at internal demand, such as “açaí”. The neoextractivist economic dynamics of exportation historically and socially imprison the regional economy in a circuit of low capacity of social inclusion and high impoverishment of the Para population, an example of a peripheral development pattern (dependent and excluding). Besides the exploitation of biodiversity products, such as native cacao, and the cultivation of sugar cane, the economy of Pará has also recently been based on the production of soy and palm oil, corporate cattle raising, and mining. The question that guides the analyses in this article refers to the changes that have occurred in the last two decades in the occupational structure and in labor relations, considering this pattern of primary-exporter development. The use of descriptive statistics based on the national survey by continuous household sampling (PNADC, 2012 to 2020), together with the regional and foreign trade accounts, enabled an analysis of the labor market, without disregarding other central socioeconomic aspects.

La dinámica económica neoextractivista exportadora aprisiona, histórica y socialmente, a la economía regional en un circuito de baja capacidad de inclusión social y alto empobrecimiento de la población paraense, ejemplo de un patrón de desarrollo periférico (dependiente y excluyente). Además de la explotación de productos de la biodiversidad, como el cacao nativo, y del cultivo de la caña de azúcar, la economía de Pará también se ha basado recientemente en la producción de soja y palma, la ganadería empresarial y la minería. La cuestión que orienta los análisis de este artículo se refiere a los cambios ocurridos en las últimas dos décadas en la estructura ocupacional y en las relaciones laborales, considerando este patrón de desarrollo primario-exportador. El uso de estadísticas descriptivas basadas en la encuesta nacional continua por muestreo de hogares (PNADC, 2012 a 2020), junto con las cuentas regionales y de comercio exterior, permitió un análisis del mercado de trabajo, sin dejar de lado otros aspectos socioeconómicos centrales.Intégré d'abord au marché international, puis au marché national, l'état du Pará se caractérise par une production primaire destinée à l'exportation, avec des occupations informelles (sans liens d'emploi), complétée par des activités extractives visant la demande interne, comme l'açaí. La dynamique économique néoextractiviste exportatrice enferme, historiquement et socialement, l'économie régionale dans un circuit de faible capacité d'inclusion sociale et de forte paupérisation de la population du Pará, un exemple de modèle de développement périphérique (dépendant et excluant). Outre l'exploitation des produits de la biodiversité, tels que le cacao indigène, et la culture de la canne à sucre, l'économie du Pará s'est récemment appuyée sur la production de soja et de palme, l'élevage de bétail d'entreprise et l'exploitation minière. La question qui guide les analyses de cet article concerne les changements qui se sont produits au cours des deux dernières décennies dans la structure professionnelle et dans les relations de travail, compte tenu de ce modèle de développement primaire-exportateur. L'utilisation de statistiques descriptives basées sur l'enquête nationale continue par sondage sur les ménages (PNADC, 2012 à 2020), ainsi que sur les comptes régionaux et du commerce extérieur, a permis d'analyser le marché du travail, sans négliger d'autres aspects socio-économiques essentiels.Integrado primeiro ao mercado internacional e depois ao nacional, a marca do Pará é a produção primária destinada à exportação, com ocupações informais (sem vínculo empregatício), complementada por atividades extrativistas destinadas à demanda interna, como o açaí. A dinâmica econômica neoextrativista exportadora aprisiona, histórica e socialmente, a economia regional num circuito de baixa capacidade de inclusão social e de elevado empobrecimento da população paraense, exemplo de um padrão de desenvolvimento periférico (dependente e excludente). Além da exploração de produtos da biodiversidade, como o cacau nativo, e o cultivo da cana-de-açúcar, a economia do Pará também se baseou recentemente na produção de soja e palma, na pecuária empresarial e na exploração de minérios. A questão que norteia as análises neste artigo refere-se às alterações ocorridas nas últimas duas décadas na estrutura ocupacional e nas relações de trabalho, considerando esse padrão de desenvolvimento primário-exportador.
