The Fringes of Buenos Aires Region: Some Working Hypotheses for the Construction of Long-Term Histories

Resumo: The article makes a revision of the fringes, mutable and unstable, that mark the edges of the urbanization of Buenos Aires, in a longue durée perspective that illuminates how they were built as problematic issues in different historical scenarios. We consider the types of specialized debates that they provoked, the control and intervention modalities that were set in motion and the cartographies through which they were represented. We start from the assumption that fringes are a pertinent prism to account for the dilemmas posed by urban expansion poses. From this perspective, it is a question of revisiting the urbanistic views, the conflicts of the growth as well as the maps that, in our opinion, allow the restitution of some of the multiple threads that cross over and overlap –instead of just following one another- throughout history. In order to account for the problem, we propose to characterize the edges of the urbanization of Buenos Aires around four chronological-problematic moments: "closed and hierarchical city", "enlarged city", "city, area, region ...", and "heterogeneities, metaphors and uncertainties”.

Desde esta perspectiva, se trata de revisitar las miradas urbanísticas, los conflictos del crecimiento así como los mapas que, según planteamos, permiten restituir algunos de los múltiples hilos que se entrecruzan y se superponen -mas que se suceden- a lo largo de la historia. A los efectos de dar cuenta de la problemática, proponemos caracterizar los bordes de la urbanización de Buenos Aires en torno de cuatro momentos cronológico-problemáticos: “ciudad cerrada y jerarquizada”, “ciudad ampliada”, “ciudad, área, región…”, y “heterogeneidades, metáforas e incertidumbres”. O artigo faz uma revisão dos bordos, mutáveis ​​e instáveis, que marcam as margens da urbanização de Buenos Aires, recorrendo a uma longa história que ilumina como elas foram construídas como problemáticas nos diferentes cenários históricos, considerando os tipos de debates especializados que provocaram, modalidades de controle e intervenção acionadas e cartografias através das quais foram representados. Partimos do pressuposto de que as bordas são um prisma pertinente para explicar os dilemas que a expansão urbana representa. Nessa perspectiva, trata-se de revisitar os olhares urbanísticos, os conflitos do crescimento e os mapas que, segundo afirmamos, permitem restituir alguns dos múltiplos fios que se cruzam e sobrepõem - mais do que acontecem - ao longo da história.
