Petite cycles of adjustment and their contradictions : socio-political conditions for the coup d'état 2016

Resumo: The article presents configurations of the “Brazil of the Present”, taking as reference the last decade of the twentieth century and the first two of the twenty-first century, having, as a historical-political landmark, processes of late and dependent insertion of Brazil into the financially- to circumscribe the so-called Brazilian structural adjustment. It seeks to outline the pathways of this adjustment process, over the last three decades, with an emphasis on the analysis of the PT’s adjustment cycles. In order to enter the Brazilian model of rentier-neo-extractive adjustment, based on the organic composition between financial capital and capital linked to neo-extractivism and agribusiness, it analyzes the PT’s perspective of class conciliation, to be embodied in the governments of Luís Inácio Lula da Silva and Dilma Rousseff , through the consolidation of adjustment policies, in articulation with policies to combat poverty. Amid the inflections of the PT model, it focuses on the attempt to hybridize neoliberal policies with neodevelopmentism. It discusses the contemporary Brazilian crisis as the historical ground of the 2016 coup. The article expresses a critical effort to think contradictions in the PTs’ adjustment cycles, to generate socio-political conditions for the advancement of the extreme right, materialized in an ultraliberal, militarist, reactionary, in submission to the dictates of conservative segments of globalized capital.

Busca esbozar los caminos de este proceso de ajuste, en las últimas tres décadas, con énfasis en el análisis de los ciclos de ajuste de PT. Para ingresar al modelo de ajuste rentista-neo-extractivo brasileño, basado en la composición orgánica entre el capital financiero y el capital vinculado a la neoextracción y el agronegocio, analiza la perspectiva PT de la conciliación de clases, que se consolidará en los gobiernos de Luís Inácio Lula da Silva y Dilma Rousseff , mediante la consolidación de políticas de ajuste, en conjunto con políticas para combatir la pobreza. En medio de las inflexiones del modelo PT, se centra en el intento de hibridar las políticas neoliberales con el neodesarrollo. Discute la crisis brasileña contemporánea como la base histórica del golpe de estado de 2016. El artículo expresa un esfuerzo crítico para pensar en las contradicciones en los ciclos de ajuste del PT, para generar condiciones sociopolíticas para el avance de la extrema derecha, materializado en un gobierno militarista ultraliberal, reaccionario, en sumisión a los dictados de segmentos conservadores del capital globalizado. O artigo apresenta configurações do “Brasil do Presente”, tomando como referência a última década do século XX e as duas primeiras do século XXI, tendo como marco histórico-político, processos de inserção tardia e dependente do Brasil ao capitalismo financeirizado, a circunscrever o chamado ajuste estrutural brasileiro. Busca delinear os percursos deste processo de ajuste, ao longo das últimas três décadas, com ênfase na análise dos ciclos petistas de ajuste. Para adentrar no modelo brasileiro de ajuste rentista-neoextrativista, fundado na composição orgânica entre capital financeiro e capital vinculado ao neoextrativismo e ao agronegócio, analisa perspectiva petista de conciliação de classes, a consubstanciar-se nos governos de Luís Inácio Lula da Silva e Dilma Rousseff, mediante a consolidação das políticas de ajuste, em articulação com políticas de enfrentamento à pobreza. Em meio às inflexões do modelo petista, focaliza a tentativa de hibridização das políticas neoliberais com o neodesenvolvimentismo. Discute a crise brasileira contemporânea como o chão histórico do Golpe 2016.
