Socially produced qualification or quantification of probable events? the concept of risk articulating a technological scientific dispute

Resumo: This paper states and analyzes different ways of risk conceptualization articulated in a discussion between scientists, technologists and members of environmentalist movements. This discussion, related to nuclear research, development and production is originated both by the sale to Australia of a reactor for research and medical applications designed by an argentinean company and the signature of a Cooperation Agreement in Peaceful Uses of Nuclear Energy between both governments. Under this debate lies various ways of conceptualizing risk that depends on the social actors and their postures regarding the conflict. From one point of view risk implies just a statistics probability related to the rate cost/benefit. From another perspective risk contents is settled taking into account the dimension and quality of its possible consequences. The analysis of these conceptions from an ethnographic approach shows the possibilities of risk as an analytic category useful to make a profound study of the specific process, values, know ledges and projects that constitute social life.

Provienen de la venta de un reactor de investigación y aplicación médica por una empresa argentina a Australia y de la firma de un Acuerdo de Cooperación sobre Usos Pacíficos de la Energía Nuclear entre los gobiernos de los dos países. En el contexto de esta disputa, el riesgo adquiere diferentes significados, según quién lo defina y sus posiciones al respecto. Desde el punto de vista del riesgo, implica solo una probabilidad estadística en relación con la evaluación de costos y beneficios. Por otro lado, por otro lado, su contenido se establece en función de la dimensión y calidad de sus posibles consecuencias. El análisis etnográfico de estas opciones conceptuales muestra el potencial del riesgo como categoría analítica válida para sumergirse en la especificidad de ciertos procesos, valores, saberes y proyectos que desafían y constituyen la vida social.Este artigo expõe e analisa as diferentes formas de conceituação de risco que se articulam em uma série de discussões entre cientistas e tecnólogos da área nuclear e grupos ligados à problemática ambiental. Têm origem na venda de um reator de pesquisa e aplicação médica por uma empresa argentina à Austrália e na assinatura de um Acordo de Cooperação em Usos Pacíficos de Energia Nuclear entre os governos dos dois países. No quadro dessa disputa, o risco adquire diferentes significados, dependendo de quem o define e de suas posições a respeito. Do ponto de vista do risco, implica apenas uma probabilidade estatística em relação à avaliação dos custos e benefícios. Por outro lado, por outro lado, seu conteúdo se estabelece de acordo com a dimensão e a qualidade de suas possíveis consequências.
