Resumo: Am Ende seiner zweiten Regierungszeit, stellte der damalige brasilianische Staatspräsident F-H. Cardoso auf eine Pressekonferenz unverblümt fest, Brasilien sei ein ungerechtes Land. Weder auf der Stelle noch in der Folgezeit regten sich Zweifel, gab es Einwände oder kamen Widersprüche gegen die ungewöhnliche Behauptung des aufgeklärten Staatsmannes auf.
