However, the hypothesis that is defended here is that the production of urban space continually leads to a spiral of social construction of risk and reactive disaster management, transforming resilience into yet another form of capitalization of the city. The aim of this research was to analyze the orientation and effectiveness of territorial and urban planning processes for risk management and disaster resilience, focusing on the municipality of Santos, on the coast of São Paulo. Santos has been affected by major disasters for many decades, and has been the scenario of territorial disputes due to its strategic economic position and high population density. However, Santos has a developed and consolidated risk and disaster planning and management (DRM) circuit, which has been reducing the magnitude of losses in extreme events, and with successful experiences that deserve attention. To this end, a qualitative-quantitative methodology was used, whose methods consisted of: bibliographical research, Pêcheuxtian discourse analysis, documentary analysis, statistics, geoprocessing and fieldwork. The Statistical Territorial Base of Risk Areas (BATER) (IBGE and CEMADEN, 2018) and the 2010 National Census (IBGE, 2010) were used as geographic databases. It was concluded that (1) the discursive path of resilience on the international agenda has acquired political contours permeated by privatist interests, which goes in the opposite direction of the socio-ecological resilience that emerges from Ecology. (2) National public policies emerge as a way of mediating conflicts that cannot be remedied without structural changes in the economic, legal and political spheres. (3) The population living in the Morros de Santos, areas at risk of landslides, has worse housing and urban conditions, lower income levels, greater gender and racial inequalities to compared with the population of Santos as a whole. Even so, by concluding that resilience is not overdetermined by vulnerability, socio-ecological resilience emerges as an elementary category for reintegrating nature into territorial urban planning and DRM.
