Resumo: This article aims to problematize the relationships that Florianópolis / SC stablishes with homeless people. We elected a cartographic view (DELEUZE; GUATTARI, 2011) to the city and flanêur perspective (BENJAMIN, 1994) to walk through its streets in order to register, via photography, some tensions that emerge from the encounters between city and homeless people. We transversalized to this discussion, an analysis of one of the most important legislations of a city, which organizes and plans it: the Master Plan. From there, we problematize law effects on homeless peoples’s bodies and the place they are destined in the city texture.

Partimos de um olhar cartográfico (DELEUZE; GUATTARI, 2011) para a cidade e flanamos (BENJAMIN, 1994) por suas ruas a fim de registrar, via fotografia, algumas das tensões que emergem dos encontros entre cidade e as pessoas em questão. Transversalizamos a essa discussão, a análise de uma das legislações mais importantes de uma cidade, que a organiza e planeja: o Plano Diretor.
