Resumo: The article presents the insurgent practices of marginalized social actors in the city-making process in Içara, Santa Catarina. Based on an ethnographic research carried out in Centro de Içara, the text exposes the emptying of the right to the city concept allocated to a legal, technical and excluding condition and contrasts with the insurgency of subjects who subvert the control of the hegemonic power through their subversive practices. Using the perspective of Michel de Certeau, the exploration of the city took place through “walking processes” and its registration in a field diary. In this context, contemporary popular manifestations, such as graffiti, represent a way of making the city of marginalized voices, as well as the occupation of public spaces by street dwellers.

A partir de uma pesquisa etnográfica realizada no Centro de Içara, o texto expõe o esvaziamento do direito à cidade alocado a uma condição jurídica, tecnicista e excludente e o contrapõe com a insurgência de sujeitos que subvertem o controle do poder hegemônico por meio de suas práticas subversivas. Utilizando a perspectiva de Michel de Certeau, a exploração da cidade se deu por meio de “processos caminhatórios” e o seu registro em um diário de campo.
