Smart cities and the challenge of digital inclusion.

Resumo: The discussions on smart cities and digital inclusion began at the end of the 20th century. The two policies evolved with the advancement of ICT, but in parallel, despite the strong dependence between them. This work addresses the phenomenon of smart cities with an emphasis on digital inclusion, based on the case study of six Brazilian smart cities. The objective is to verify whether digital inclusion actions took place in these municipalities and whether the results obtained were satisfactory, answering the research questions. The findings indicated that there are digital inclusion actions in the investigated municipalities, but the results were not satisfactory. The contribution of this study is given by the expansion of the discussion on the subject with the integration of the two areas of public policies, which can bring beneficial results for municipalities and society.Keywords: Smart Cities; Dimensions of Smart Cities; Digital Inclusion; Indicators; Barriers to Digital Inclusion.

As duas políticas evoluíram com o avanço da TIC, porém de forma paralela, apesar da forte dependência entre ambas. Este trabalho aborda o fenômeno de cidades inteligentes com ênfase na inclusão digital, a partir do estudo de caso de seis cidades inteligentes brasileiras. O objetivo é verificar se nesses municípios ocorreram ações de inclusão digital e se os resultados obtidos foram satisfatórios, respondendo às perguntas de pesquisa. Os achados apontaram que há ações de inclusão digital nos municípios investigados, mas os resultados não foram satisfatórios.
