City, progress and the broken mirror of Narcissus: São Paulo between compassion and self-love (1890-1927)

Resumo: With the advent of the Republic and the development of the coffee associated economy, it is possible to almost regularly observe, in the Municipal Chamber of São Paulo’s sessions, proud mentions of the city’s progress. By taking the analysis of historian Michel de Certeau as reference, however, this article searches for speech deviations between the aforethought city, standardized, and the actual city in which people live in. The misery that parades through the streets between new overpasses, green squares, and the Municipal Theatre does not mirror the civilized ideals cherished in unison by the legislators. Putting aside good and bad taste, faced with the contradictions of a narcissistic city, this study intends to put its efforts into analyzing a complex urban reality, with its own conflicts and representations, researching upon series of documents constituted by the Minutes and Annals of the Municipal Chamber and newspapers. The chronological period contemplates two legal marks: The Penal Code (1890) and the Children’s Code (1927). Thus, between compassion and self-love, regarding the scandal of misery and the agony of those who live in the streets, this essay investigates the treatment given by the municipality to philanthropy, as well as its intentions.

Inspirando-se no método do historiador Michel de Certeau, porém, este artigo busca os desvios das falas, entre a cidade que se pretende, normatizada, e a cidade que se vive. A miséria que desfila nas ruas entre novos viadutos, praças arborizadas e o Theatro, não espelhava os ideais civilizatórios acalentados em uníssono pelos legisladores. Relativizando o bom ou mau gosto, frente às contradições de uma cidade narcisista, este estudo pretende colocar os seus esforços em analisar uma realidade urbana complexa, com os seus conflitos e representações.    Para tal, propõe-se trabalhar com a série documental constituída pelas Actas e Annaes da Câmara Municipal de São Paulo, além de jornais da época. O período cronológico contempla dois marcos legais: o Código Penal (1890) e o Código de Menores (1927).
