Cooperation and innovation: an analysis of the results of the Programa de Apoio à Pesquisa em Empresas (PAPPE)

Resumo: The main purpose of this paper is to analyze the Program to Support Research in Firms (Programa de Apoio à Pesquisa em Empresas – PAPPE) from the characterization of the program’s participating firms and the results found via performance variables. Based on the neo-schumpeterian theoretical framework and on the concept of National Innovation System, the paper analyses the points focused by the program, namely the firms’ innovative activities and the cooperative relationships between them and research institutions. Primary data are obtained from an empirical research at the participating firms. This information yields a characterization of the firms benefited by PAPPE resources, as well as an analysis of the evolution of the cooperation relationships, of the innovation activities, and of some performance variables, such as patents, new jobs, published papers and access to new markets. From this study it is possible to evaluate the role of PAPPE in the promotion of cooperation between firms and research institutions and in the generation of innovations.

Com base no arcabouço teórico neoschumpeteriano e no conceito de Sistema Nacional de Inovação, são analisadas as atividades inovativas das empresas e as relações de cooperação entre empresas e instituições de pesquisa, que são aspectos focalizados pelo Programa, por meio de dados primários obtidos com a aplicação de questionários às empresas. As informações coletadas possibilitam caracterizar as empresas contempladas com recursos do Pappe, assim como analisar a evolução das relações de cooperação, das atividades de inovação e de algumas variáveis de desempenho – geração de patentes, novos empregos, publicação de artigos e inserção em novos mercados.
