This article highlithgs the importance of a cultural space to any society. Beyond the importance, the necessity of these spaces, especially in small cities. In order to fulfill the purpose of the discuss, concepts of culture and cultural center are pointed, as their sources and variations, according to the characteristics of the place as well. The running reality of the cultural spaces in small cities (as currently in Mandaguari) and the goals of the National Plan of Culture, which proposes solutions to the present reality, are also deliberated. In addition, it features the reach of a cultural work thru the meaning of the verbs: creation, circulation and preservation are linked with the meaning of the following three verbs: inform, discuss and create, and some design parameters can contribute in the building to the culture´s progress. From this theoretical foundation it is possible to collect relevant information to the project of the cultural center, able to reply to the needs program and, more objectively, answer the society´s expectations.
