This document presents the mandatory regulatory normative provision, in the state administrative sphere, for the contracting of legal, executive and complementary architectural projects, the accessory references, as well as the form of service by de State Secretariat of Public Security and their justifications, making a joint team with the State Autarchy responsible for the engineering works and services, the Paraná Edificações, for the feasibility of the potentially largest enterprise of this kind in the country, in a single stage. We highlight the Feasibility Study, the Term of Reference, the instructor elements and their innovations requiring Leadership in Energy and Environment for Building Design and Construction cerfication, as a form of a descriptive simplification of the installed and productive systems, guaranteeing quality, granting a wide range of solutions to their creators and technical responsible, within a defined time frame and maximum estimated costs, according to current legislation and practices, undisputed publicity reserved and access to bidder, about the objectives, guarantees and obligations.
