The State and the Right to the City: Post-Modern Transformations in the Urban Space

Resumo: Current article shows how postmodernity and its human consequences affect the space environment. The consequence of such a perception is space´s chaotic growth which affects the citizens´ right to the city. Capitalist production and globalization and how both promote spatial transformation are discussed. The influence of production of the capital within the urbanization process and in social and spatial segregation are analyzed, whilst the role of the State and of society as guarantees for the right of the city is underlined. Results show that the joined activities of the State and society is essential for the effective right to the city and for the decrease of social and spatial inequalities in the cities. The hypothetical and deductive method was employed foregrounded on Brazilian and foreign references.

En el artículo se tiene por objetivo demonstrar como la posmodernidad y sus consecuencias humanas ejercen influencia en la esfera espacial. La consecuencia de esta percepción es el crecimiento caótico del espacio, afectando el derecho a la ciudad de los ciudadanos. Primero, se hará una reflexión sobre la producción capitalista y la globalización y cómo ambos promueven la transformación espacial. Además, se analizará la influencia de la producción del capital en el proceso de urbanización y en la segregación socioespacial para, posteriormente, realizar un estudio sobre el papel del Estado y de la sociedad como garantizadores del derecho a la ciudad. Al final, se concluye que la actuación conjunta entre estado y sociedad es esencial a la efectiva realización del derecho a la ciudad y a la disminución de las desigualdades socioespaciales existentes en las ciudades. Se utilizó el método hipotético-deductivo con referencial nacional y extranjero para elaboración de la presente investigación.O artigo tem por objetivo demonstrar como a pós-modernidade e suas consequências humanas exercem influência na esfera espacial. A consequência de tal percepção é o crescimento caótico do espaço, atingindo o direito à cidade dos cidadãos. Primeiro, far-se-á uma reflexão sobre a produção capitalista e a globalização e como ambos promovem a transformação espacial. Ademais, analisar-se-á a influência da produção do capital no processo de urbanização e na segregação socioespacial para, posteriormente, realizar um estudo sobre o papel do Estado e da sociedade como garantidores do direito à cidade. Ao final, conclui-se que a atuação conjunta entre estado e sociedade é essencial para a efetiva realização do direito à cidade e para a redução das desigualdades socioespaciais existentes nas cidades.
