Resumo: This study proposes an analysis of the assumptions of Deliberative Democracy, and the contemporary public management model, based on the idea of governance. This theme is delimited from the premises of the Federal Constitution of 1988, and the contributions of the Habermasian deliberative matrix. The work is socially justified by the constant need to seek institutes that can enable the care of the public interest by those who decide. The problem that guides this research seeks to diagnose the convergent points between Deliberative Democracy and the public management model based on the idea of governance, indicating contributions that deliberative assumptions bring to this management model. The work uses the deductive method, presenting the following results: deliberative democracy and governance converge in order to appreciate participation in the quality of good results, promoting the exercise of citizenship in an idea of shared public management, thus, deliberative assumptions serve as the basis for the institutionalization of governance in management.

Este tema está delimitado desde las premisas de la Constitución Federal de 1988, y las aportaciones de la matriz deliberativa habermasiana. El trabajo se justifica socialmente por la necesidad constante de buscar institutos que permitan el cuidado del interés público por parte de quienes deciden. El problema que guía esta investigación busca diagnosticar los puntos convergentes entre la Democracia Deliberativa y el modelo de gestión pública a partir de la idea de gobernanza, indicando los aportes que los supuestos deliberativos aportan a este modelo de gestión. El trabajo utiliza el método deductivo, presentando los siguientes resultados: democracia deliberativa y gobernanza convergen con el fin de apreciar la participación en la calidad de los buenos resultados, promoviendo el ejercicio de la ciudadanía en una idea de gestión pública compartida, por lo tanto, los supuestos deliberativos sirven de base para la institucionalización de la gobernanza en la gestión.Este estudo propõe uma análise dos pressupostos da Democracia Deliberativa, e o modelo de gestão pública contemporâneo, baseado na ideia governança. Delimita-se este tema a partir das premissas da Constituição Federal de 1988, e as contribuições da matriz deliberativa Habermasiana. Justifica-se socialmente o trabalho pela constante necessidade de buscar institutos que possam viabilizar o atendimento do interesse público por parte daqueles que decidem. O problema que orienta essa pesquisa busca diagnosticar quais são os pontos convergentes entre Democracia Deliberativa e o modelo de gestão pública baseado na ideia de governança, indicando contribuições que os pressupostos deliberativos trazem a esse modelo de gestão.
